<br />The Clerk read the following communications:
<br />1. Letter from Mr. ~ Mrs. H.M. Love, 4993 Grace Rd. requesting
<br />the City to pay for sewer work fhat they had done on the
<br />tree lawn which is City property.
<br />2. Letter from the Finance Director advising that the National
<br />City Bank has been awarded the sale of the City's note in the
<br />amount of $1,300,000.00, being a note to complete the financing
<br />of the first phase of the sanitary sewer program, at an interest
<br />rate of 1.80%.
<br />3. Letter from W. G. Spilburg, Engineer of L~c~tion and Design for
<br />the State Highway confirming the meeting/o~ eJanuary 4, 1962
<br />to discuss the proposed route of the Outer Belt South Freeway.
<br />Ordinance No. 62-1 was ~rtr~roduced by Mr. Caster. An ordinance to make appropriations
<br />for current expenses and ocher expenditures for the City of North Olmsted,
<br />Ohio, January, February, March, 1962, and declaring an emergency. It was moved
<br />by Mr. Caster, seconded by Mr. Mangani, that the statutory rule be suspended and
<br />E~he ordinance be read imm~sdiately the second and third times and put on its
<br />passage. The affirmative vote on said motion was as follows: Caster, Christman,
<br />Leonard, Limpert, Mangani, Nicholas, O'Neill. Thereupon the ordinance was
<br />read the second and third times and put upon its passage and the affirmative
<br />vote thereon was as follows: Caster, Christman, Leonard, Limper, Mangani,
<br />Nicholas, O'Neill.
<br />Resolution No. 62-2 was introduced by Mr. O'Neill. A resolution appointing
<br />Eleanor Ruple, Deputy Director of Finance to act when the Director of Finance
<br />is absent from the City, and declaring an emergency. It was moved by Mr. 0'"Neill,
<br />seconded by Mrs. Nicholas, that the statutory rule be suspended and the
<br />resolution be read immediately the second and third times and put on its passage.
<br />The affirmative vote on said motion was as follows: Caster, Christman, Leonard,
<br />Qimpert, Mangani, Nicholas, O'Neill. Thereupon the ,resolution was read the
<br />second and third times and put upon its passage and the affirmative vote thereon
<br />was as follows: Caster, Christman, Leonard, Limpert, Mangani, Nicholas, O'Neil.
<br />Resolution No. 62-3 was introduced by Mrs. Nicholas. A resolution directing
<br />the Auditor of Cuyahoga County to pay to the City of North Olmsted, during
<br />the year 1862, all tax money due and owing said City from any collection source,
<br />and declaring an emergency. [t was moved by Mrs. Nicholas, seconded by Mr.
<br />Caster, that the statutory rule be suspended and the resola~tfon be read
<br />immediately the second and third times and put on its passage. The affirmative
<br />vote on said motion was as follows: Caster, Christman, Leonard, Limpert, Mangani,
<br />Nicholas, O'Neill. Thereupon the resolution was read the second and third times
<br />and put upon its passage and the affirmative vote thereon was as follows: Caster,
<br />Christman, Leonard, Limpert, Mangani, Nicholas, O~Neill.
<br />Resolution No. 62-4 was introduced by Mr. Mangani. A resolution authorizing
<br />The National Clay Bank of Cleveland, The Soc tey National Bank of Cleveland,
<br />and The Cleveland Trust Company, designated depositories, to substitute securities
<br />deposited with the Federal Reserve Bank of Cleveland for safekeeping, and
<br />declaring an emergency. (t was moved by Mr. Mangani, seconded by Mrs. Nicholas,
<br />that the statutory rule be suspended and the resolution be read immediately
<br />the second and third times and put on its passage. The affirmative vote
<br />on said motion was as follows: Caster, Christman, Leonard, Limpert, Mangani,
<br />Nicholas, O'Neill. Thereupon the resolution was read the second and third
<br />times and put upon its passage and the affirmative vote thereon was as follows:

<br />Ordinance No. 62-5 was introduced by Mr. Christman. An ordinance to ppovide
<br />for the issuance of notes in anticipation of the levy of special assessments
<br />and in anticipation of the issuance of bonds to pay the cost of improving certain
<br />streets in the City of North Olmsted by constructing sanitary sewers, and declaring
<br />an emergency. ft was moved by Mr. Christman, seconded by Mr. ta~mpert, that
<br />tt~e statutory rule be suspended and the ordinance be read immediately the
<br />second and third times and put on its passage. The affirmative Vote on said
<br />motion was as follows: Caster, Christman, Leonard, Limpert, Mangani, Nicholas,
<br />O;Neill. Thereupon the ordinance was read the second and third times and put
