M[NUT,ES OF THE MEETING OF THE COUNCIL <br />THE C[TY OF NORTH OLMSTED, OHIO <br />DECEMBER 5, 1961 - 8:04 P.M. <br />Present were Paul J. Gar.eau, Mayor; Bruce MacDonald, President of Council; Henry <br />Caster, Dewey Limpert, A.L. Mangani, Lillian Nicholas, Francis J. O'Neill, George <br />Porter. <br />Also present were Lloyd E. Barnes, Service Director; C.J. Oviatt, Solicitor; James <br />T. Wilson, Safety Director; Alex Kanareff, Engineer; William L. Gerlach, Finance <br />Director; and Louise Hall, Clerk. <br />Absent: Ralph Christman <br />The minutes of the meeting of November 21, 1961 and the special meeting of November <br />28, 1961 were approved as written. <br />Mr. Caster is now here. <br />The Mayor read a communication from the District Board of Health regarding the <br />contract for health service for the year 1962. <br />The Mayor advised that Parkview has requested mutual aid for Police and Fire protection <br />and asked that Council take this matter under consideration. <br />that <br />The Mayor requested /Countal .~ review the contract presented to them for Parkview's <br />participation in our sewer program. <br />The Mayor advised that Mr. Markam, legal advisor for Stoneybrook Subdivision, was <br />in attendance and would present their proposal for solving the drainage problem <br />in that area. <br />Mr. Markam appeared before Council and stated that although they are not legally <br />responsible,but in order to cooperate with the City and the residents of the area, <br />they are willing to purchase the corrugated metal pipe to be installed by the City <br />and furnish the necessary dirt for backfill so that the ditch maybe covered over <br />in the area other than in their subdivision where the ditch will be left open. <br />Mr. Mangani, in the absence of Mr. Christman, advised that this plan has the approval <br />of the Streets, Sewers, Sidewalks & Ditches Committee. <br />The Service Director advised that he has received a request from the Cleveland <br />Metropolitan Park Board to use the driveway entrance to the Treatment Plant to <br />gain access to the site where they plan to build an incinerator for the Park's use. <br />Mrs. Nicholas moved, seconded by Mr. O'Neill, that Council approve the use of <br />the Treatment Plant driveway by the Cleveland Metropolitan Park Board. "Yeas" <br />Caster, Limpert, Mangani, Nicholas, O'Neill, Porter. <br />The Engineer requested that the Streets, Sewers, Sidewalks and Ditches Committee <br />review the plans for the relocation of a drainage ditch in the Libby Lee Sub- <br />division. <br />The Clerk read a communication from the Maple School P.T.A. regarding the changing <br />of the curfew laws. <br />The Clerk read a communication from the R & R Land Co. requesting the acceptance <br />of Sunset Oval for dedication. <br />Decision was deferred on the acceptance of Sunset Oval for dedication until further <br />~}iras_pecti6Y~sare made. These inspections should be made by the next Council meeting. <br />The Clerk was instructed to notify the R & R Land Co. of this. <br />Ordinance No. 61-194 was given its third and final reading. An ordinance amending <br />section 1 of Ordinance No. 718 enacted May 20, 1847, entitled "An ordinance fixing <br />curfew hours for the City of North Olmsted, and declaring an emergency. [t was <br />moved by Mr. Limpert, seconded by Mr. Porter, that the ordinance be adopted as <br />read. The affirmative vote thereon was as follows: Caster, Limpert, Mangani, <br />Nicholas, O'Neill, Porter. <br />
