MINUTES OF THE MEETING GF THE COUNCIL <br />THE CITY OF NORTH OLriSTED, OHIO <br />OCTOBER 17, 1961 - $:05 P,M. <br />Present were Paul J. Gareau, Mayor;. Bruce MacDonald, President of Council; <br />Henry Caster, Ralph Christman, Dewey Limpert, A.L. Mangani~ Lillian Nicholas, <br />Francis J, O'Neill, George Porter. <br />Also present were Lloyd E. Barnes: Service Director; C.J. Oviatt, Solicitor; <br />Alex Kanareff, Engineer; William L. Gerlach, Finance Director; and Louise <br />Hall,, Clerk. <br />Absent: James T. Wilson, Safety Director. <br />The minutes of the regular meeting of October 3, 1961 and the special meeting <br />of October 10, 1961 were approved as written, <br />The Engineer advised that the petition for a water main in a portion of Walter <br />Rd. has sufficient signatures. This petition was turned over to the Streets, <br />Sewers, Sidewalks and Ditches Committee until Westlake Council presents their <br />views on this matter as a portion of the water main would be in Westlake. <br />Mr. Mitchell advised Council that he does not agree with the alternate <br />suggestion far the use of his 3~nd and inquired what the next step s hould be. <br />N's. Mitchell was advised to make the suggested changes ir. his prelirr~ir~ar~~ plat <br />and return it to Planning Commission for approval, <br />Mrs. Nicholas reported that the Municipal Properties Committee had met with the <br />owner of property north of Beech Lane to discuss a plan for a possible access <br />to the Claque Road Playground. The Mayor is to contact the owners of the <br />other property involved and the Committee will adv:i.se at a later date on this <br />matter. <br />Mr. Christman advised that the Parkview Council seem to have accepted the <br />proposal for participation in our Sewer Program favorably but were unable to <br />make any official decision as they did not have a quorum at their last meeting. <br />Mr. Christman inquired as to whose responsibility the sewers in the street are <br />if repairs are needed as are now necessary on Mastick Road where a connection <br />to private property must be replaced. Mr. Ovi.att advised that the City is <br />responsible for the necessary repairs on this particular connection. As ether <br />problems such as this may arise from time to time the Legislative Committee <br />is to study this matter and recommend a policy for the City to follow in the <br />future. <br />Ms. Chris tman moved, seconded by Mr. Limpert~ authorizing the Service Director <br />to employ a contractor to repair the sewer connection on Mastick Road. "Yeas" <br />Caster, Christman, Limpert~ Mangani~ Nicholas, OtNeill~ Porter. <br />Mr. O~ATeill advised that the Transportation Committee would meet with the Mayor, <br />Service Director and Bus Superintendent to study the survey made by the Cleveland <br />Transit Sys ten. <br />Mx. MacDonald advised of a meeting with Mr. V. Burt the Mayor and the Committee <br />of Council as a whole on Oct. 21, 1961 at 9:30 A.M. to discuss the suggested <br />changes in the Zoning Ordinance. <br />ordinance No. 61-17$ was introduced by Mr. Limpert. An ordinance giving the <br />oaansent of the City of North Olmsted to the removal of snow and ice frorra certain. <br />r witriin the City. It was moved by Mr. Limpert, seconded by Mr. Mangani, <br />that the statutory rule be suspended and the ordinance be read immediately the <br />second and third times and put on its passage. The affirmative vote on s aid <br />motion was as follows: Caster, Christman Limpertt Mangani, Nicholas, O~Neill, <br />Porter. Thereupon the ordinance was read the second and third times and put <br />upon its passage and the affirmative vote thereon was as follows: Caster <br />Christman, Limpert, Mangani~ Nicholas, O~Neill, Porter. <br />Mr. Christman moved, seconded by Mr. Limpert, that the Clerk send a request to. <br />the County Engineerfs office requesting them to ir~lude all the streets that <br />were serviced by them last year in this years plans. <br />Resolution No. 61-179 was introduced. by Mr. O'Neill. A resolution transferring <br />appropriations and declaring an emergency. It was moved by Mr. 0~&'eill, seconded <br />
