<br />Present were Paul J, G areau, Mayor; Frar~is J, O~Neil1, President of Council
<br />Prop-tem; Henry Caster, Ralph Christman, A.L, Mangani, Lillian Nicholas, George
<br />Porter.
<br />Also present were Lloyd E. Barnes, Service Director; Francis J, Cain, Assistant
<br />Solicitor; Alex Kanareff, Engineer; William Gerlach, Finance Director; Louise
<br />Hall, Clerk.
<br />Absent: Bruce MacDonald, President of Council; Dewey Limpert, C. J. Oviatt,
<br />Solicitor; James T. Wilson, Safety Director,
<br />The minutes of the regular meeting of July 5, 1961 were approved as written,
<br />In the absence of this Safety Director, the Mayor reported on the activity of
<br />the Police and Fire Departments for the month of dune.
<br />The Clerk read a communication from the Mayor advising that the Safety Director
<br />had undergone major surgery and that until such time as he is agsi.n able to
<br />resume his duties as Safety Director the Mayor will perform same as Acting
<br />Safety Director.
<br />Mr. J. J. Javurek, 27181 Pompton Dr., advised Council that Mr. Bauer of Beverly
<br />Hills Home Estates has filed a Hechanie~s Lien in the amount of $1b00.00 against
<br />him and requested that Council stop Mr. Bauer from further building and also
<br />make an attempt to:°clear up this matter with Mr. Bauer as Mr. Javurek contends
<br />that he does not owe him for work he has done as this work should have been
<br />done when he purchased the home,
<br />The Mayor advised that he wou]r3.set up a meeting with Javurek, Bauer, Solicitor,
<br />Building Commissioner and himself to see if this matter can be taken care of
<br />to the satisfaction of all concerned,
<br />Mr. Caster moved, seconded by Mr. Mangani, that the Safety Director be directed
<br />to advise the Building Commissioned to stop issuance of Building Permits to
<br />Mr, Bauer until this matter is cleared up. ~rYeas~~ Caster, Mangani, Ncholas,

<br />Resolution No. 61130 was given its second reading,
<br />Ordinance No, 61..135 was introduced by Mr. Christman. An ordinance accepting
<br />the improvement plans of the Stoneyb®ook Estates Subdivision and declaring an
<br />emergency, it was moved by Mr. Christman, seconded by Mr. Mangani, that the
<br />statutory rule be suspended and the ordinance be read immediately the second
<br />and third times and put on its passage. The affirmative vote on said motion
<br />was as follows: Caster, Christman, Mangani, Nicholas, OtNeill, Porter. There upon
<br />the ordinance was read the second and third times and put upon its passage
<br />and the affirmative vote thereon was as follows: Caster, Christman, Mangani,
<br />Niehol.as, O~Neill, Porter,
<br />Ordinance No. 61«136 was introduced by Mr. Mangani, An ordinance accepting
<br />the plat of the Manning-Campbell Realty Company Subdivision Number 7 for recording
<br />purposes only and approving the impa~ove~nt plans for said subdivision, and
<br />declaring an emergency. It was moved by Mr. Mamgani, seconded by Mr. Caster,
<br />that the statutory rule be suspended and t he ordinance be read immediately the
<br />second and third times and put on its passage, The affirmative vote on said
<br />motion was as follows: Caster, Christman, Mangani, Nicholas, O~Reill, Porter,
<br />Thereupon the ordinance was read the second and third times and put upon its
<br />passage and -the affirmative vote thereon was as follows: Caster, Qmistman,
<br />Mangani, Nicholas, O~Neill, Porter.
<br />Ordinance No, 61~-137 was introd~eed _by Mrs. Nicholas. An ordinance authorizing
<br />and directing the cancellation of special assessments on permanent parcel No.
<br />231y»8.,3 and permanent parcel No. 236.1•»1 on Lorain Road, being an assessment
<br />for the preparation of detailed plans and specifications for s2 sewerage system
<br />for the City of North 0].msted, and declaring an emergency. It was mrnred by Mrs.
<br />Nicholas, seconded by Mr. Caster, that the statutory rule be suspendedand the
<br />ordinance be read immediately the second and third times and put on its passage,
