MINUTES OF THE MEETING OF THE COUNCIL <br />THE CITY OF NORTH OLMSTED, OHIO <br />JUNE 6, 1961 - $ ao p.M. <br /> <br />.Present were Paul J, Gateau, Mayor; Bruce MacDonald, President of Council; <br />Henry Caster, Ralph Christman, Dewey Limpert, A.L. Mangani, Lillian Nicholas, <br />Francis J. O~Neill, <br />Also present were Lloyd E. Barnes, Service Director; James T, Wilson, Safety <br />Director; C.J. Ovi att, Solicitor; Alex Ksnareff, Engineer; William Gerlach, <br />Finance Director; Louise Hall, Clerk. <br />,Absent: George Porter. <br />The minutes of the regular meeting of May 16, 1961 were approved as written. <br />The Mayor advised that Substitute House Bill No. 667 has passed the House and <br />should be before the Senate next week and requested everyone to write and stress <br />the need for passage of this bill. <br />The Mayor proclaimed the month of June ++NATIONAL RECREATION MONTH'+. <br />The Clerk read the following communications: <br />1. Letter from R. & R. Land Company reMwedt~#~g the acceptance <br />for dedication the sub-division known as Sunset Oval. <br />2. Letter from A, Kanareff, City Engineer, recommending the <br />release of a sidewalk bond posted for W', 231 St. <br />3. Letter from A, Kanareff, Gity Engineer, regarding a <br />complaint filed with his office by Mr. Tor~:ny Kilbane <br />pertaining to a 3b++ storm sewer which passes over <br />Mr, Kilbanets property. This matter was referred to <br />the Streets, Sidewalks, Sewers & Ditches Committee. <br />A petition for construction of a storm sewer on Decker Road presented by Leonard <br />J, Klucar, 1615 Alameda Ave,, Lakewood, Ohio was turned over to the Engineer for <br />verification. <br />Mr. W. Hayes, 239$6 Ambour Drives appeared before Council to protest the drainage <br />into the field behind his home and also ingwho authorized the swale into <br />Ambour Dr. and if the Clague Road storm sewer was inadequate to accept drainage <br />from Ambour Dr., who issued the Building Permits for the homes on I~bour Dr. He <br />also stated that the 5 acres behind his property is no the responsibility of <br />resi,d.ents on either side of Ambour Drive but the reibility of the builder. <br />Mr. Hayes requested that issuance of Building Permits be stopped in that area <br />if the conditon is not corrected. <br />Mr. McInerney, 23960 Ambvur Drive, agreed with Mr. Hayes and also stated that the <br />drainage from the ~ acres should not be added to an already inadequate system. <br />Mr, Myers, 239h7 Ambout Dr.,stated that he hoped the swale into the MapleRidge <br />ditch would help and that he would rather have the existing pipe left open and <br />also stated that the storm s ewer in front ~ his home was clogged and requested <br />that it be cleaned. <br />Mr. Christman and Mr, Kanareff advised that a remedy for this situation should <br />be made within the next few days. <br />Resolution No. 61»ll}~ was introduced by Mr. OtNeill. A resolution authorizing <br />the advertisement of a public hearing on the 1962 budget for the City of North <br />Olmsted to be held at the Council Chambers July 5, 1961, and declaring an <br />emergency. It was moved by Mr. O+Veill, seconded by Mr. Christman, that the <br />statutoxg rule be suspended and the resolution be read immediately the second <br />and third times and put on its passage. The affirmative vote on said motion was <br />as follows: Caster, Christman, Limpert, Mangani, Nicholas, OtNeill. Thereupon <br />the resolution was read the second arri third times and put upon its passage and <br />the affirmative vote thereon was as follows: Caster, Christman, Limpert, Mangani, <br />Nicholas, O~Neill, <br />'nom Ordinance No. 61«.9l~ was given its third and final reading. An ordinance authorizing <br />the Director of Public Service to advertise for bids foa~ incineration of the garbage <br />and rubbish of this City and for the Director of Public Service and the Ma~ror <br />to enter into a Contract with the lowest and best bidder and declaring an emergency. <br />It was moved by Mr, Christman, seconded by Mr. Mangani, that the ordinance be <br />adopted as read. The affirmative vote thereon was as follvwss Caster, Christman, <br />Mangani Nicholas. pNays'+ Limpert, O~Neil1. There being four Yeas and 2 Nays <br />this ordinance gassed. <br />
