MINUTES OF THE MEETING OF THE COUNCIL <br />THE CITY OF NORTH OLMSTED~ OHIO <br />APRIL 18, 1961 •• S:].l.a P,M. <br />Present were Bruce MacDonald President of Council; Henry Casters Ralph Christman, <br />Dewey Limpert, A.L. Mangani~ Lillian Nicholas Francis J. OtNeill~ George Porter. <br />Also present were Lloyd E. Barnes, Service Director; James T. Wilson Safety <br />Director; C.J. Oviatt~ Solicitor; Alex Kanareff~ Engineer; and Louise Half <br />Clerk. <br />Absent: Paul J. Gareau~ Mayor; and William Gerlach, Finance Director. <br />The minutes of the regular meeting of April !~~ 1961 were approved as written. <br />In the absence of the Mayors the Clerk read the following proclamations: <br />Realtor Week - April 23 - 29, 1961 <br />Clean Ups Paint Ups Fix Ups Light Up Week - April 29 through May 7 <br />Tndustri al Safety Promotion Month - Month of May <br />Home Conservation Month -• Month of riay <br />The Safety Director advised that the offer of the owners of the old Herrington <br />residence to use the residen ee for afire drill has been declined as it would <br />be of no benefit to do so, <br />The Engineer presented the improvement plans for Columbia Estates to the Sewer <br />Committee for their approval. <br />The Clerk read a letter from the Safety Director to the Building Commissioner <br />in regards to Mr. Wiesets request pertaining to erection of signs or billbaards <br />on residential property. Mr. Wiese was advised to contact the Building <br />Department if he wishes to have a hearing before the Zoning Board of Appeals. <br />Several residents of Revere Drive (Beverly Hills Subdivision) appeared before <br />Council regarding violations and n~.isance complaints and requested that <br />steps be taken to have the developer (Mr. J. Bauer) correct these. The <br />Solicitor and the Clerk were instructed to write to Mr. Bauer and request <br />that he contact the Building Commissioner and correct these mistakes immediately. <br />The Service Director recommended that the Service Connections for the lateral <br />sewers be made to the property line rather than the treelawn. <br />Mr. Cl~istman stated that Council also recommends this procedure but the question <br />of the addtional cost and t he affect it would have on the whole program would <br />have to be taken into considerate on before a decision can be made. This matter <br />was turned over to the Sewer Committee for further study. <br />& group of residents from Coe Ave. Birch and Oak Lanes appeared before Council <br />requesting i nformation concerning the length of time permitted to make sewer <br />connections; where connections are to be placed; approximate cost of connections; <br />and the possibility of obtaining sewer system plans for their homes from th e <br />County and other questions pertaining to the sewer program. The residents were <br />advised that a Committee of Council as a whole would meet with the Engineers to <br />review these different matters and would reconsider the time limit for connecting <br />into the sewer system. <br />Mr. OtNeill advised that he would set up a meeting with the residents of this <br />area and Plumbing Contractors to help the residents obtain information as to <br />what must be done. <br />The residents were also advised that in approximately 2 weeks literature would <br />be available at City Hall and that there would be someone available to answer <br />all questions pertaining to the sewer program. <br />Resolution No. 61«•65 was given its second reading. <br />Resolution No. 6 1«68 was given its second reading. <br />Ordinance No. 61»70 was introduced by Mrs. Nicholas. An ordinance determining <br />to proceed with the construction of sanitary sewers in Columbia Road and Gladland <br />Avenues and declaring an emergency. It was moved by Mrs. Nicholas, seconded by <br />Mr. O~Neill~ that the statutory rule be suspended and the ordinance be read <br />immediately the second and third times and put on its passage. The affirmative <br />vote on said motion was as follows: Caster, Christman Limpert~ Mangani~ Nicholas <br />Ot'~eill, Porter, Thereupon the ordinance was read the second and third tames <br />
