<br />Present were Paul J. Gareau, Mayor; Bruce MacDonald, President of Council; Henry
<br />Caster, Ralph Christman, Dewey Limpert, A.L. Mangani, Francis J. O~Neill, Lillian
<br />Nicholas, George Porter,
<br />Also present were Lloyd E. Barnes, Service Director; C.J. Oviatt, Solicitor; Alex
<br />Kanareff, Engineer; William Gerlach, Auditor; James T. Wilson, Safety Director;
<br />ands Louse Mall, Clerk.
<br />The minutes of the regular meeting of Nov. 1, 1960 were approved as corrected.
<br />The minutes of the special meetings of Nov. 2, 1960 and Nov. 3, 1960 were approved
<br />as written.
<br />The communication received by the Mayor from Mr. Leftoy Harris concerning the
<br />LeBern development teas turned over to the Streets, Sidewalks and Sewers Committee.
<br />Mr. Christman moved, seconded by Mrs, Nicholas, that the installation bf sidewalks
<br />on west side of Dover Rd. (north of Lorain) be referred back to the Streets,
<br />Sidewalks and Sewers Committee. "Yeas" Caster, Christman, Limpert, Mangani,
<br />Nicholas, O'Neill, Porter.
<br />The petition for sidewalks for the east side of Dover Rd., south side of Lorain,
<br />was turned over to the Lngineerfor verification.
<br />hTr. Christman moved, seconded by Mr. Mangani, that a maximum charge of X6.00
<br />per foot per side be set for lateral sewer assessment in the Libby-Lee deg*elopment.

<br />Mr. Louis E. Herman, 3.33 ~T. 231 St. appeared before Council concerning, the
<br />rezoning of land at W. 231 St, and Lorain Rd. He asked Council why the approved
<br />the rezoning of that area to include the Buckeye Enterprises Development as
<br />stated in the minutes of the November 1st, 1960 meeting of Council and requested
<br />a separate hearing on this. area. Mr. Herman and the residents of ~r~~. 231 St.
<br />were informed that the motion as made at the November 1st. meeting was to include
<br />the rezoning in the proposed revised zone map and that Council has not approved
<br />the rezo~d cannot do so until a public hearing has been held or that a
<br />separate earing was zzc2t s~e~e~=n~C~s~,~.,~.t the time.
<br />Resolution No. 3123 was riven its third and final reading. A resclution authoriz?.ng
<br />the Service Director to advertise for bids for the purchasing of two new passenger
<br />coaches for the North Olmsted Municipal Bus Line and declaring an emergency. It
<br />~..*as moved by Mr. 0~Neill, seconded by Mr, Limpert, the resolution be adopted.as
<br />read. The affirmative vote thereon was a.s follows: Christman, Limpert, Mangani,
<br />Nicholas, O~Neill, Porter. 'Nay" Caster.
<br />Ordinance Pdo. 3158 was introduced by Hlr. Christman. An ordinance to regulate
<br />the use of public and private sewers and drains, private sewage disposals, installa-
<br />tion and connection of building sewers anal the discharge of waters and waste
<br />into the public sewerage system and declaring an emergency. It was moved by Mr.
<br />Christman, seconded by tin. Mangani, that the statutory rule be suspended and
<br />the ordinance be read immediately the second ~d third times and put an its passage.
<br />The affirmative vote on said motion was as fol.l.ows: Caster, Christman, Limpert,
