<br />City of Cleveland through its 1,-later Department to bill to users of the Cleveland
<br />TvJaterworks utility sewer rates and charges payable to the City of North
<br />Olmsted pursuant to ordinance therefor, and declaring an emergency, It was
<br />moved by Mr. Caster, seconded by Mrs. Nicholas, that the statutory rule be
<br />suspended and the ordinance be read immediately the second and third times and
<br />put on its passage. The affirmative vote on said motion was as follows: Caster,
<br />Christman, Limpert, Mangani, Nicholas, O'Neill Porter. Thereupon the ordinance
