<br />MINUTES OF THE MEETING OF THE COUNCIL <br />THE CITY OF NORTH OLMSTED, OHIO <br />Nov. h 1960 « 8:00 P.M. <br />Present were Paul J. Gateau, Mayor; Bruce MacDonald. President of Council; Henry <br />Casters Ralph Christman, Dewey Lampert, A.L, Mangani, Francis J. ORNeil1~ Lillian <br />Nicholas, George Forter, <br />Also present were Lloyd E. Barnes Service Director; C.J, Oviatt~ Solicitor; <br />Alex Kanareff, Engineer; William Gerlach, Auditor; and Louise Hall, Clerk. <br />Absents Jams T. Wilson, Safety Director. <br />The minutes of the regular meeting of Oct, 18, 1960 and the special meeting of <br />Oct. 2b, 1960 were approved as written, <br />The Mayorts siritten report as sut~.itted to Council prior to this meeting advised <br />of the resignation of Harry Krohn from The North Olmsted Civil Serv3.ce Commission <br />and the proposed appointment of Bernard Lyons to fill the unexpired term of Mr. <br />Krohn. The proposed replacement was turned over to the Special Committee on <br />Appointments for their consideration and recommendation, <br />The Clerk read a comimsnication frarn Mr. Oviatt to Mr, Mangani regarding the rezoning <br />of Lorain Rd. at W. 231st. <br />The Clerk read a coa~nunication from The Board of Building Code Appeals regarding <br />thr3.r recommendation of a fee of :~~,~~00 for each appeal. <br />The Clerk also read a caaamunication from The Planning Commmission advising that <br />plans are being made fnr the formation of an Architectural Board of Review, <br />Mr. Lampert moved, seconded by Mr. OtNeill., that the Solicitor be directed to <br />prepare a resolution of sympathy to the Hixson Family on the recent death of <br />Mt. Rudd,, father of Robert J. Ruddy Special Assistant to Director of <br />Finance, and former Treasurer of the City of North Olmsted who passed away <br />October 16, 1960. It was moved by Mr. Limpert~ seconded by Mrs. Nicholas that <br />the statutory rule be suspended and the resolution be read immediately the second and <br />third tames and put on its passage, The affirmative vote on sad ties was as <br />follows: Caster, Christman Lia~pert, Mangani, Ni~holasi OsNeill~°r~t'eupon the <br />resolution was read the second and third times and put upon its passage and the <br />affirmative vote thereon was as fol.lowss Caster, Christman! Limpert~ Mangani, <br />Nicholas OtNeill! Porter. <br />Resolution No. 31~t5 was introduced by Mr. Mangani, A resolution in memory of <br />Joseph A. Caster, father of Councilman Henry Caster, who passed away at Passaic, <br />New Jersey, on August 28, 1960. It was moved by Mr. Mangani~ seconded by Mr, <br />OtNeill, that the statutory rule be suspended and the resolution be read immediately <br />the second and third times and put on its passage, The affirmative vote on said <br />motion was as follows: Caster, Christman Lisapert, Mangani, Nicholas, OtNei11~ <br />Porter, Thereupon the resolution was read the second and third ti.x~es and put <br />upon its passage and the affirmative vote thereon was as follows Caster, <br />Christman, Limpert~ Mangani, Nicholas OsNeill~ Porter, <br />Ordinance No, 3llt6 was introduced by Mr, Mangani, An ordinance providing for <br />the issuance of ~1~52~,000 first mortgage sewerage system revenue bonds of the <br />City of North Olmsted under Section 12, Article KVIII of the constitution of <br />the State of Ohio for the purpose of improving and extending the municipal <br />sewerage system: to authoarize the execution of a mortgage of said system to <br />secure said bonds and to secure additional parity bonds hereafter authorized; <br />to define the terms of a franchise under which, in case of foreclosure, the <br />purchaser may operate said system; and to provides 3n event of defaasl.t~ for the <br />appointment of a receiver to administer said system. The ordinance was given its <br />first reading only. <br />
