<br />Present were Paul J. Gareau, Manor; Bruce MacDonald, President of Council;
<br />Henry Caster, Ralph Christman, Dewey Lmpert, A.L. Mangani, Francis J. OtNeill,
<br />George Porter.
<br />Also present were Lloyd E. Barnes, Service Director; James T. Wilson, Safety
<br />Director; C.J. Oeriatt, Solicitor; Alex Eanareff, Engineer; William Gerlach,
<br />Auditor; and ~OUise Hall, Clerk.

<br />The minutes of the regular meeting of the Council Sept. 21, 3-96fl were approved
<br />as written.

<br />The Mayor received a communication from R. d. Schneider, Acting Regional
<br />Construction Program Director of the Department of Health, Ed~aation, and Welfare
<br />regarding our Service Directors request for a partial payment inspection on
<br />the sewage treatment works pro3ect stating that we will be notified when a
<br />definite inspection date has been established.
<br />Mr. Christman moved, seconded by Mr. Caster, that the Petition for side~talk on
<br />the east side of Dover Road to 11717 Raver Road be turned over to the L~ngineer

<br />Mr. Leroy Harris appeared before Council requesting that the ditch at Clague and
<br />LeBerne be cleaned before he ddeds a piece of property in that area to the City
<br />for a pumping station. The Service Director, Mayor, and Street Co:reaissioner
<br />are to neat with Mr. Harris at 8;00 E„ M. Thur~iday, October 6, 1960 to inspect
<br />the ditch.
<br />Mr. Gaskill of Hayden Miller appeared before Council to inform them about the
<br />sale of bonds. He rsconuaencied going ahead with the mortgage revenue portion of
<br />the program and to hold off on the General obligation bonds at t~hi.s time.
<br />Mr. ~tangani moved, seconded by Mr. Lampert, that Hayden Mill®r be autbor3.zed to
<br />proceed to contact the Er3gineers to determine the mamma amount of revenue bands
<br />required and to look into the possibilities of negotiating or advertising. nY'easp

<br />Ordinance Nv. 3118 was introduced by Mr. Christman. An ordinance an®nding Section
<br />1 of Ordinance 3093, enacted September 6, 1960, and declaring an emergency, It
<br />was moved by Mr. Christaaaxi, seconded by Mr. Porter, that the statutory rule be
<br />suspended and the ordinance be read immediately the second and third tam®s and put
<br />on its passage. TLa affirmative vote on said motion was as follower Caster,
<br />Christman, Lampert, Mangani, OENeill, Porter. Thereupon the ordinance was read
<br />the s~ond and third times and put upon its passage and the affirmative vote thereon
<br />was as follows: Caster, Christman, Lampert, Mangani, O~Neill, Porter.
<br />Ordinance No, 3119 was introduced by Mr. Christman. An ordinance to provide
<br />for the issuance of notes in anticipation of the issuance of bonds for the
<br />purpose of constructing and erecting a Service Garage for the City, in the City
<br />Park, and declaring the issuance of bonds for such purpose. It was moved by Mr.
<br />Christman, seconded by Mr. Mangani, that the statutory rule be suspended and the
<br />ordinance beread iaenediately the second and bird times and put on its passage.
<br />The affirmative vote on said motion was as follows: Caster, Christman, Lampert,
<br />Mangani, O~Neill, Porter. Thereupon the ordina~e was read the second and third
<br />times and put upon its passage and the affirmative vote thereon was as follows:
