Gareau~ Mayors Bruce P~acDonald~ President of Council; Henry <br />Caster, Ralph Christman Dewey Limpert, A.L. rlangani, Lillisrn Nicholas, Franca. <br />J. C~NeiL1~ George H. Porter. <br />A?so pre3nt were Lloyd E. Barnes, Service. Director; Jar±es T. Wilson., Safety <br />L~'.rector~ C.J. Ovia.tt, Solicitor; A'?ex Kar~a.~°eff~ Engineer; =~3illiam Gerlach <br />Auditor; and Louise Hall, Clerk. <br />The minutes of the regular meeting of the Council June 21, 1960 =mere approved <br />as w~i~tten. <br />The Mayor stated trot he should make a report on the it:stal?ation of the laterals <br />and trunks for the sewer system but could not because of the delay being caused. <br />by Counci7..is decision to appeal +.,he J•adgets ruling in the case of irterpretin~; <br />the Charter ar~d requested that th.e Council be perm.~.ted to give their individual <br />opinions regarding the suit. He also requested Mr. Oviatt present a written <br />report as to where ?ae go from here on. the installation of laterals and trunks <br />because there is no fiscal officer to sign bonds.a~This dela~F will continue as <br />the Courts are recessed until September and the case more than 7ike3y will not <br />':~ heard until October and therefore will hold up the sewer program. The Mayor <br />feels that the Council should act on the Judgets decision and either approve <br />ox~ disapprove his appointments for Direct>or of Law and Director of Finance. `!'he <br />r":ayor requested also that Council take some action on his reque~ of June 7th <br />regarding taking legal action to put, on the Nover.~.ber ballot a revision of the. <br />Charter, Article. ~. <br />Mr. MacDonald stated that not taking any action on the Mayotte request pertairiin~; <br />to the revision of the Chaster was aY~ oversight grad requested the Legis7~.tive <br />Committee take this under advisement. <br />?~r. Christman stated teat the peoplE of North O7irsted voted. for the Charter witr> <br />the impression that the positior~ of Solicitor, Auditor, and Treasurer would not <br />be affected until their term of office had expired and the Council would not be <br />doing theft duty if they did not respect the peoplets wishes and that the opinions <br />of the members of Council who signed th.e appeal are con.ta~.ned in the petition. <br />f~.led for a motion for a new tre.7.. rlr. Christman also stated that the installation. <br />of laterals and trunks are being held up because of difficulties occurred ]..~'°i <br />obta~?.ring easements and that the installation would be delayed even if an appeal <br />was not made. <br />The Safety Director reportsed on the activities of the Dog ~Iardera, Fire ar~~ Folic~t <br />Departments and the Building Department for the month of June. <br />The Safety Director reported that Lieut. Detective Hind attended the meeting of <br />the Ohio Chapter of the F.B.I. Ptational Academy in Columbus and that Patrolman <br />Bierman attended the meeting of the Ohio Identification Officers Association <br />i2i Dayton. <br />Ire safety Director alas ac~v~.sbdthat ,the~SaSety Department will have a booth <br />at the annual Homecomings August 26' 27~ and 28. <br />The Service Director reported on the progress of the Treatment F7.ant. <br />The Service Director also reported that one bid had been received aric., awarded <br />for the paving of the bean in front of Butternut and the High Schools to the <br />W.B. Paving Co. <br />'!'he Service Director stated that the Police Station add7.tion is completed and <br />that the Clague Rd. Culvert is 9~~ complete. <br />The Service Director requested some autYiority from Council so that weeds on <br />vacant property can be cut by the City if not cut by the property owner. <br />The Service Director stated that the plans for the Comfort Station at North <br />Olmsted Park are completed. <br />
