MINit'~S OF THE MEETING OF THE COUNCIL THE CITY OF NORTH OLMSTED~ OHIO June ?~ 19b0 •- 8::01 PM. Present were Paul J. Gareau~ Mayor; Bruce MacDonald President of Council; Henry Casters Ralph Christman Dewey Limp~a.^t~ A.L. Mangar~i~ Lillian Nicholas Francis J. O=Neill~ George H. Porter. Also present were Lloyd E. Barnes, Service Director; dames T. Wilson Safety Director; C. J. Oviatt, Solicitor; Alex Ranareff, Engineer; and Louise Halts Clerk. Absent: William Gerlach Auditor. The minutes of the regular meeting of the Council May 17f 1960 were approved as corrected. The Mayor stated that he had received the report from Bakery Hostetler and Patterson on legal services rendered for the City to the Board of Tax Appeals. As the report was quite lengthy it was passed to all sabers of Council for them to look over. The Mayor requested Council to consider taking legal action to put on the November ballot a revision of the Charter, Article 5 - Administrative Officers and Departments, removing the stipulation that the appointme~+a by the Mayor of the Director of Law and Director of Finance shall be subject to the approval of a ma3ority of the members elected to Council. The Service Director reported on the progress of the Treatment Plants the addition to the Police Stations and the Clague Rd. culvert. He also stated that Fairview had approved the fare rates for the Bus line. The Service Director requested authority tQ, take bids for sidewalks on Lorain Rd.~ for insecticides to be used in the Insect Control programs and on the work on the berm and tree lawn on Butternut Ridge in front of the school. The Safety Director reported on the plans for All Scouts Day on June 11~ 1960. The Safety Director reported on the activities of the Building Department Police and Fire Departments for the month of May. The Safety Director requested authority of Council to take bids for new radios for Police and Fire Departments. The Safety Director requested Council to consider an increase in wages for Fire Police and Building Departments and also the hiring of 3 new Policemen and 3 new Firemen and a part.-time clerk for the Building Department. The Service Director also requested authority to take bids for a new Police Car and a new Detective:s car. The Engineer reported on the progress of the paving of Sweetbrier and stated that the Decker Road paving is being held up until a legal opinion can be given pertaining to the petition. Mr. Oviatt~ Solicitor, recommended that the Engineer recheck signatures on the Petition for paving of Decker Rd. The Clerk read the following communications: 1. A letter from Beatrice B. and Earl J. Ti.mothy~ 29863 Broxbourne Ave, North Olmsted protesting the assessment for the sanitary sewer plans and rfuture sewer assessments that do not directly benefit or improve their property. 2. A letter from R.L. Bedford 3720 W. 232 St,~ North Olmsted requesting the Mayor and the Council to effect some compromise for a temporary period in reference to the difference of interpretation of the Charter.
