MINUTES GF A MEETING OF THE COUNCIL

<br />Present were Paul J. Gareau, Mayor; Eddie Hixson, Wm. H. Krameri Mary
<br />Alice Lynch! Bruce .,?acDonald, Francis J. O'Neill, and James T. Wilson.
<br />Also present were Lloyd E. Barnes1 Service Director; C. J. Oviatt,
<br />Solicitor; Alex Kanareff, Engineer, and E. M. Christman, Clerk.
<br />Absent: Thomas J. Raleigh, Safety Director, and Alice Dobbins Shine,
<br />Treasurer,
<br />The minutes of the regular meeting of Council, November 4th, were
<br />approved as read.
<br />The Mayor reported the renewal contract for the County of Cuyahoga
<br />District Board of Health with the City of North Olmsted for the year
<br />1960 is to be signed and returned by December 15th, 1959, and an amount
<br />of $7,710.00 to be appropriated by the City for such service.
<br />The Mayor read a communication from the Solicitor which enclosed copies
<br />of the Mutual Aid contract between Bay Village and our community, which
<br />are to be executed and returned.
<br />The Mayor advised the Safety Director tendered his resignation effective
<br />November 30th, 1959, and a replacement would be named at the next Council
<br />meeting.
<br />The Mayor recommended legislation be passed to negotiate with the sur-
<br />rounding communities to activate their participation in our sewer program,
<br />and requested a separate contract for the City of Parkview.
<br />The Mayor reported it was determined the first and primary object is to
<br />let contracts for the sewerage disposal plant and notes for the issuance
<br />of bonds, as the City must have the money secured to enter into a contract.
<br />This would probably be the responsibility of Squire Sanders and Dempsey.
<br />The Solicitor advised he had talked to Mr. Gates, and received no informa-
<br />tion relative to the financial terms, and subsequently received the terms
<br />as being a X435.00 charge for the opinion relative to the transcript.
<br />The charges would vary slightly if notes were taken in two stages, paying
<br />interest only on a portion. The overall charges would be approximately
<br />$2,245.00. Council should authorize the Solicitor by letter to accept
<br />their terms.
<br />It was moved by Mr. Kramer, seconded by hir. MacDonald, the Solicitor
<br />acknowledge and accept the terms of Squire, Sanders and Dempsey. "Yeas"
<br />Hixson, Kramer, Lynch, MacDonald, O'Neill, Wilson.
<br />The Mayor suggested it would be advisable if notes would be taken on the
<br />whole amount at a nominal rate of interest and re-invested in short-term
<br />notes as the interest rates received would be higher.
<br />Discussion ensued relative to borrowing the money by note and immediately
<br />processing the bonds to pay off the notes, and whether or not borrow
<br />on one note or two notes; the period of time for the note or notes; and
<br />the probability of active funds or inactive funds, as inactive funds must
<br />be advertised for sale. The Solicitor is to check for further information
<br />and clarification.
<br />Ordinance No. 2934 was introduced by Mr. MacDonald.
