Thereupon the ordinance was read the <br />second and third times and put upon its passage and the affirmative vote <br />thereon was as follows: Hixson, Kramer, Lynch, MacDonald, O'Neill, <br />Wilson. <br />The Service Director advised corrections have been made on the specifica- <br />tions for the Treatment Plant, and it is permissible to go ahead with <br />the advertising for bids. Bids are being advertised on November 18th <br />and 25th! and on December 2nd and 9th, and will be opened at 12:00 Noon <br />on the 18th of December. <br />The Service Director also advised plans and specifications for the <br />addition to the Police Department for Jail Cells, are now obtainable <br />at the City Hall, and bids will be opened at 12:00 Noon on the 12th <br />of December, <br />The Service Director also advised bids are being taken for three police <br />cars, and bids will be opened on December 12th, at 12:00 Noon, <br />The Service Director also advised a letter has been sent to the State <br />Department informing them of the change on the recount on the bond issue. <br />The Department of Health had given a verbal extension and will confirm <br />it by letter, <br />The Service Director also recommended legislation for new developers to <br />install sanitary sewers along with the development be instituted. <br />Discussion ensued relative to the City of Cleveland's lifting the ban <br />on eater for the City of North Olmsted, and it was determined the <br />Solicitor contact the City of Cleveland Water Department for fu~her <br />clarification regarding the lifting of the ban, whether or not water <br />mains will be made available in connection with the passage of the sewer <br />bond issue. <br />The Engineer recommended publication of a subdivision booklet, spelling <br />out detailed specifications for developers for pavements, sewers (storm <br />and sanitary), sidewalks and water, to be made available to all developers; <br />the necessity for advising developers of tentative street lay-out for <br />areas not under present plans; and the inclusion of a house service line <br />and plumbing in new structures so that tie-in to sanitary laterals would <br />be at a nominal cost; and the necessity for rigid inspection from the <br />house to the curb connection to the street. These recommendations are <br />to be taken into consideration by the Streets, Sewers and Ditch Committee, <br />together with the Plats Committee. A meeting will be held at 8:00 P.M., <br />on Monday, November 23rd. <br />Mr. Hixson read a communication from Mr. Timothy= in which he enclosed <br />a petition for extension of the water main down Elmhurst to Guilford <br />north to Broxbourne, which covers approximately 3,058 lineal feet, which <br />was referred to the Engineer to check the signatures. <br />A communication was read from Perskey & Loeb requesting release of their <br />inspection bond for sidewalks in the amount of ~3,000,UO. The Engineer <br />had made an inspection and reported there were several cracks in the <br />sidewalk, which had been directed to their attention. Also, the question <br />of one sublot left open as a proposed street with cul-de-sac, was discussed, <br />The original plat did not show a proposed street, and the Planning Commiss- <br />ion had determined it not be allowed. The Sewer Committee is to make an <br />investigation, and the matter was tabled. <br />A communication was read from R. A. Gall, R. & R. Land Company subdivision, <br />requesting release of a bond in the amount of X13,000,00 for the installa- <br />tion of sidewalks on Sunset Oval. The matter was referred to the Engineer. <br />The Solicitor recommended that all bonds include a performance bond for <br />payment of all labor and material by a contractor, and notification be <br />given with bond requests that these items be included, and it also be <br />incorporated in the subdivision booklet, together with the bond form, <br />It was moved by Mr. O'Neill, seconded by Mrs. Lynch, that a performance <br />bond be incorporated with all improvement plans.
