MINUTES OF A MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED, OHIO <br />NOVEMBER 4, 1959 - 8:l? P.M. <br />Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of <br />Council; Evelyn Hinkel, Eddie Hixson, Wm. H. Kramer, Mary Alice Lynch, <br />Bruce MacDonald, Francis J. O'Neill, and James T. Wilson. <br />Also present were Lloyd E. Barnes, Service Director; C. J. Oviatt, <br />Solicitor; Alex Kanareff, Engineer; and E. M. Christman, Clerk. <br />Absent: Thomas J. Raleigh, Safety Director, and Alice Dobbins Rhine, <br />Treasurer. <br />The minutes of the regular meeting of Council October 20th, were <br />approved as corredted. <br />The Mayor reported a communisation had been sent to the Director of <br />Health Service, in Chicago, by Floyd Browne & Associates, enclosing <br />a notice to prospective bidders setting forth a date for the opening <br />of bids for the building of the Sewage Treatment Plant, requesting <br />approval of the procedure and for the advertising for bids. The letter <br />also stated if bids are received, they would assist the city with the <br />preparation of Part B mentioned in their letter of October 5th. <br />The Mayor reported the Citizens Committee, who aided in publicizing <br />the Sewer Program, are going to ask for a recount to endeavor to pick <br />up the votes. <br />The Mayor recommended Council pass a resolution requesting the Federal <br />Government to grant an extension of 30 days, while the recount was being <br />made. <br />Mr. MacDonald advised Mr. Kuhn stated the plant could be constructed <br />in lieu of the 55%. <br />The Service Director reported he had talked to Mr. Schneider, the Acting <br />Regional Construction Program Director of the Department of Health, <br />Education and I~Ielfare Regional Office in Chicago, who advised they had <br />found a few things in the specifications which should be corrected <br />for compliance with Federal Anti-Kickback Regulations, clarification <br />of the "or equal" clause in the specifications, and the discrepancy <br />regarding the sludge meter. The Engineers are to make the corrections <br />and the Service Director will forward the information to Mr. Schneider. <br />The Service Director advised Permit No. 58.10 from the Water Pollution <br />Control Board expires January 15, 1960. Renewal of this permit is <br />contingent upon compliance with the following conditions: <br />1. Adopt all legislation and take all legal steps necessary to issue <br />and sell bonds, notes, or other securities and provide adequate <br />funds for the construction, operation, and maintenance of the <br />proposed sewerage and sewage treatment works. <br />2. Place under construction the proposed sewerage and sewage treatment <br />works in accordance with approved plans. <br />3. Submit with application for renewal of permit the results of the <br />bond issue question on the November 1959 ballot. <br />The time of this permit corresponds to the time tentatively set for <br />recipients of a Federal grant to place the proposed work under con- <br />struction. <br />The Service Director reported plans and specifications for the addition <br />to the Police Station for jail cells are completed in more detail and <br />asked Council's approval of same, and which have also been approved <br />by the North Olmsted Planning Commission. It was moved by Mrs. Lynch, <br />seconded by Mr. Kramer, to accept the plans and specifications as <br />approved by the Planning Commission.
