<br />Absent: Thomas J. Raleigh, Safety Director, and Alice Dobbins thine,
<br />treasurer,
<br />The minutes of the regular meeting of Council October 6th, anc+ the minutes
<br />of the adjourned meeting October 13th, were approved as read.
<br />The i~:ayor reported relative to a communication from the State ~f Ohio
<br />Zepartment of Health, dated October 13th, 1959, whereby they have taken
<br />the following action:
<br />Approved detail. plans of proposed sewage treatment plant fcr
<br />North Olmsted, received April 27, 1959, and. September 29, 195;',
<br />from Lloyd Barnes, Service Director, subject to tlae follo~ri~~g
<br />conditions:
<br />1st. That the city shall provide for proper maintenance
<br />of the entire sewerage system;
<br />2nd. That the village shall provide for technical super-
<br />vision of the operation of the sewage treatment plant
<br />and th.~.t daily records of operation shall be main-
<br />tained and submitted to the Ohio Department of ;,~Aalth
<br />at monthly intervals;
<br />3rd. That additional sewage treatment facilities shall be
<br />installed when deemed necessary by the Director of
<br />health; and
<br />4th. 7.'hat +.his approval shall become void January 1, 1962,
<br />unless the construction of the proposed work shall
<br />have been started prior to that date.
<br />The Itiayor read a communication from the State of Ohio, relative t•
<br />pastieipation in the Ghio Conference of Children and Youth, in behalf
<br />of the ~iealth and helfare of the Children in Ohio.
<br />The Mayor reported he had discussed with oL~.r Solicitor the feasibility
<br />of hiring Counsel to carry defense of our monies allocated by the County
<br />Budget Commission before the Oliio St~ae Board of Appeals. Two firms
<br />were recommended, Joseph Bartunek, who sa.t in on tr.e original bill, and
<br />Baker, Hostetler, Patterson. His particular desire was to see the one
<br />most familiar caith it hired. The fee for Joseph ~3artunek ~roould be ~b25.0U
<br />per hour, not to exceed '5,000.00; and ;;30.00 per hear for Baker Hostetler
<br />and Patterson, plus expenses.
<br />The Solicitor stated the apx~eal date expires on the 28th of October ar~d
<br />immediate action is necessary by Council, He had met with represent~.tives
<br />of Baker, Hostetler, & I~atterson. Fourteen of twenty-one municipalities
<br />have already appealed. He recommended Baker, Hostetler & Patterson
<br />because he felt teat they perhaps have more man power to meet the problem.
<br />It was moved by N:r. wdilson, seconded by 14"_r. ;~i;cson, to dispense wi ch the
<br />~:;ules of Council because of +,he expediency of this matter to determine
<br />which firm is to represent the City of idortt~ Olm,~ted for defense of the

<br />It was moved b~ Mr. ~dil.~on, seconded by I1r. O'Neill, the firm of Baker,
<br />Hostetler & Patterson be employed to assist with the defense of the local
<br />government grant to the city. "Yeas" Minkel, Kramer, MacDonald, O'Neill,
