<br />., <br />MINUTES OF A MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED, OHIO <br />SEPTEMBER 16, 1959 - 8:25 P.M. <br />Due to Special Registration in the City of North Olmsted on September <br />15th! the regular meeting of Council was held on September 16th. <br />Present were Ralph A. Hazelton~ President of Council; Evelyn Hinkel, <br />Eddie Hixson, Francis J. O'Neill, and James T. Wilson, <br />Also present were Lloyd E. Barnes, Service Director; Thomas J. Raleigh, <br />Safety Director; C. J. Oviatt, Solicitor; Alex Kanareff, Engineer; and <br />E. M. Christman, Clerk. <br />Absent: Paul J. Gareau, Mayor; Wm. H. Kramer, Mary Alice Lynch, Bruce <br />MacDonald, and Alice Dobbins Rhine, Treasurer. <br />The minutes of the regular meeting of Council of September lst, and the <br />minutes of the adjourned meeting of September 2nd were approved as read. <br />The President of Council, in behalf of the Mayor, proclaimed the week <br />of October 4th, "Fire Prevention Week", and called upon all agencies of <br />the City government and citizens of the community to take part in <br />relieving hazardous conditions and making our City a safer community <br />in which to live and work. <br />The Service Director reported the resurfacing of Columbia Road is about <br />complete, with the exception of the berm; and that Maplehurst, Oakdale <br />and Westlawn are also near completion with the exception of the berm <br />and ditches. <br />The Director also reported the bonding company for Monson-Idilliams <br />Corporation had requested specifications for repairs to Maria Lane. <br />Such specifications had been furnished and they were also notified <br />that markings would be placed to indicate the repairs to be made. <br />Engineering and inspection monies will be discussed with the bonding <br />company. <br />The Director also reported the Bcard of Control had rejected all of the <br />bids for the Clague Road Sewer improvement because of the excessive costs, <br />and requested Council's authority to revise the plans and specifications <br />to bring down the costs and re-advertise for bids. The revision would <br />constitute a reduction in the pipe size and would enable local contractors <br />to bid, as it could be handled with smaller equipment cutting down the <br />costs considerably. It was noted that the labor for laying the pipe <br />was the largest single expense. <br />Discussion ensued relative to the expenditure for this improvement, and <br />it was determined it be reflected in the minutes as a road improvement <br />because of the fact that it will relieve flooding conditions in that <br />area, as the existing culvert is inadequate to carry the run-off of <br />surface water. <br />It was moved by Mr. Wilson, seconded by Mrs. Hinkel, the Service Director <br />be authorized to revise the plans and specifications for the Clague Road <br />sewer. "Yeas" Hinkel, Hi:cson, O'Neill, Wilson. <br />It was moved by Mr. bv'ilson, seconded by Mrs. Hinkel, the Solicitor prepare <br />legislation authorizing the Service Director to advertise for bids with <br />revised plans for the Clague Road sewer. "Yeas" Hinkel, Hixson, O'Neill, <br />Wilson. <br />The Director also advised the Application for Renewal of the permit to <br />discharge sewerage into the waters of the State had been prepared pursuant <br />to a communication from the State Water Pollution Control Board. <br />The Director also requested Council's authority to advertise for bids <br />for tires and tubes for the busses, police cars, and city equipment. <br />It was moved by Mr. O'Neill, seconded by Mr. Hixson, the Solicitor be <br />directed to authorize the Service Director to advertise for bids. "Yeas" <br />Kinkel, Hixson, O'Neill, w~ilson. <br />
