<br />.. <br />SE~'TEMBER 16, 1959 - PAGE 2. <br />The Safety Director reported relative to the control of speeding on <br />Lorain Road. Arrests have been running at an average of fif teen to <br />twenty per day. The control will continue through September and will <br />be repeated from time to time. <br />The Safety Director also reported in regards to the placement of a new <br />patrolman. He had requested the Civil Service Commission to furnish <br />a revised eligibility list in order that an appointment can be made on <br />or about October lst, 1959. <br />The Director also reported the Police Department had furnished a schedule <br />for a forty-four hour work week, which they felt would be a workable <br />program. Further information will be forthcoming. <br />The Safety Director also requested legislation on the following: <br />1. A resolution of commendation for Patrolmen Ray Kodey and <br />George Colpert for service performed beyond the call of <br />duty. <br />2. A resolution authorizing North Olmsted to enter into a <br />Mutual Aid Contract with Bay Village and Olmsted Falls., <br />as the present contracts expire on November 22nd* 1959. <br />3. Authorization for the Safety Director to advertise for <br />bids for three new Police Cars. <br />It was moved by Mrs. Hinkel, seconded by Mr. O'Neill, that the Solicitor <br />be directed to prepare the above legislation. "Yeas" Hinkel, Hixson, <br />O'Neill, Wilson. <br />Mr. Wilson made a recommendation that in line with excessive speeding, <br />he would like to see Council's consideration to revise all ordinances <br />pertaining to reckless driving. Discussion ensued, and it was determined <br />the ordinances be consistent with surrounding communities, in that the <br />penalty be left to the discretion of the Court. It was moved by Mr. <br />Wilson, seconded by rlr. O'Neill, the Solicitor be directed to prepare <br />the necessary legislation to amend the traffic regulations with regards <br />to speeding, reckless driving, and D.W.I., with no change in the ordinances <br />other than stiffer penalties. "Yeas" Hinkel, Hixson, O'Neill, Wilson. <br />The Engineer reported he had made a search of records in respect to the <br />dedication of Canterbury Road, south of Butternut Ridge Road, which was <br />made with respect to a tool shed belonging to Springvale Golf Course <br />being on a dedicated road. A search of the plat on record at the County <br />Reco.rder's office, also on file with the County Engineer, refers to an <br />ordinance passed February 2nd, 1932; however, the supporting ordinance <br />could not be located. It was moved by Mr. Wilson, seconded by Mr. <br />Hixson, a further search as to the status of Canterbury Road in which <br />this tool shed stands be discontinued for the present. "Yeas" Hinkel, <br />Hixson, O'Neill, Wilson. <br />The Clerk read a communication from the North Olmsted Planning Commission <br />in which the following motions were unanimously approved: <br />1. A recommendation to Council to consider the rezoning of <br />Lorain Road from Bailey Road to Columbia on the south <br />side and from Canterbury to Columbia on the North side <br />from multiple dwellings to business. <br />2. A recommendation to Council to establish a limited use <br />district for the above proposed rezoned areas restricting <br />the type of business. <br />3. A recommendation to Council to advertise for a public <br />hearing to be held for the purpose of discussing the <br />erection of a proposed display bulletin and location <br />of said bulletin for Central Outdoor Advertising Company. <br />It was moved by Mrs. Hinkelt seconded by Mr, Wilson, the Solicitor be <br />directed to prepare the necessary legislation for thepublic hearing <br />for the erection of a proposed bill board. "Yeas" Hinkel, Hixson, <br />O'Neill, Wilson. <br />
