MI21TfTE5 OF A MEETII~'G OF THE COIIACIL <br />OF THE CITY OF ATORTH OLAISTED, OHIO <br />SEPTEMBER 1, 1959 - 8:09 P.M. <br />Present were Paul J. Garsau, Mayor; Ralph A. Hazslton, President of Council; <br />Eddie Hixson, Mary Alias Lynch, Bruce riacDonald, Francis J. O~bTeill and <br />James T. Wilson. <br />Also present were Lloyd E. Barnes, Service Director; Thomas J. Raleigh, <br />Safety Director; C. J. Oviatt, Solicitor; Alex Kanareff, Engineer; and <br />E. M. Christman, Clerk. <br />Absent: Evelyn Hinkel, Wm. H. Kramer and Alice Dobbins Rhine, Treasurer. <br />The minutes of the regular meeting of Council, August 18th, were approved <br />as read. <br />The Mayor read the following communications: <br />1. Letter from Phillip Dearborn, Safety-Service Director of <br />Fairview Park, relative to proposed payroll deduction plan <br />in connection with Tfnited Appeal. <br />2. Communication from Mayor Sahupp acknowledging receipt of <br />Resolution 2903, providing for the inclusion of Parkview in <br />the sewer plan and advising that the Resolution was read <br />and approved at their Council Nesting of August 5th. <br />3. Invitation from the Ohio Municipal League covering the <br />Eighth Annual Conference to be held at the Sheraton-Mayflower <br />Hotel in Akron on September 16th, 17th and 18th. <br />The Service Director reported as to the progress being made on the construction <br />of the new s®rvice garage and stated the building is ready for roofing. Plans <br />for the new jail are still in the preparation stage and bids will be opened <br />on the Clagne Road Storm Sewer at 12:00 noon on September 2nd. The Director <br />also advised that grading and preparations for paving are now being made on <br />Westlawn, Maplehurst and Oakdale. <br />In connection with Monson-Williams, the Director requested that action be <br />taken by Council, inasmuch a$ the streets should definitely be taken Dare of <br />before winter. He stated that Ross Ellis Compaq should have had sufficient <br />time to make arrangements by this date and the bonding company should be <br />notified. <br />Ths Safety Director furnished monthly reports sa follows: <br />Police Department - 250 Della; <br />Dog Warden - 29 calls <br />Building Department - 37 permits <br />100 traffic citations <br />issued; valuation: $187,845.00 <br />The Director advised Council that Charles Culp was sworn in as a regular <br />member of the Fire Department and his appointment was affective September <br />1, 1959• Two of the three men named on the eligibility list have turned down <br />the assignment; therefore, appointment of an additional patrolman is pending <br />receipt of another list from Civil Service. 600 feet of fire hose (authorized <br />by Council at $1500) was purchased for the Fire Department at a cost of X864.00 <br />which actually represented a savings of X636.00. <br />A campaign is to be conducted on Lorain Road during the month of September <br />which will be directed towards speeding and reckless driving, with particular <br />attention to be given trunk traffic. The Director stated that the Mayor <br />concurred with him in the belief that the drive would be especially apropos <br />at this time, due to the beginning of the school season. <br />Ths Engineer furnished reports covering the following, which were turned <br />over to the Streets, Sidewalks, Sewers 8c Ditches Committees <br />Ambour Drive Drainage - In view of the physical inspection made, the <br />Engineer deemed it advisable to leave the acreage as is and recommended that <br />any drainage problems encountered in the future be handled individually. <br />Sweetbrier Drive - The Engineer submitted a report covering pavement, <br />storm sewer, sidewalk, ditch and culvert requirements. <br />- 1 - <br />
