AUGUST 18, 1959 - PAGE 2 <br />Resolution No. 2899 was introduced by Mr. Kramer. A resolution approving <br />the awarding of the bid by the Board of Control to the Sepper Corporation. <br />It was moved by Mr. Kramer, seconded by Mr. Hixson, that the statutory rule <br />be suspended and the resolution be read immediately the second and third <br />times and put on its passage. The affirmative vote on said motion was as <br />follows: Hixson, Kramer, Lynch, MacDonald, O~Neill, Wilson. Thereupon, <br />the resolution was read the second and third times and put upon its passage <br />and the affirmative vote thereon was as follows: Hixson, Kramer, Lynch, <br />MacDonald, O'Neill, Gilson. <br />The Service Director reported the Air Explorer Troop No. 332 had taken a <br />project of checking all of the streets and sidewalks in the City of North <br />Olmsted, and had completed their project. An excellent job was done, for <br />which they should be commended. <br />It was moved by Mr. O~Neill, seconded by Mr. Wilson, a letter of commenda- <br />tion for the fine job accomplished by the Air Explorer Troop #332 be for- <br />warded to them. "Yeas" Hixson, Kramer, Lynch, MacDonald, OtNeill, Wilson. <br />The Clerk read a communication from Persky & Loeb relative to Olmsted Farms <br />Subdivision #2. Mr. MacDonald stated, in reply to their request, they had <br />been requested to furnish plans to Floyd Browne & Associates and same were <br />never received; consequently, no other meeting was scheduled. <br />The Clerk read a communication from the Board of Elections relative to <br />the adoption of the Charter as it will appear on the ballot. He also read <br />a communication from the Ohio Municipal League, advising of the annual <br />conference to be held the 16th, 17th and 18th of September in Akron and <br />advising of the subjects to be discussed. <br />Mr. Hixson reported the Plats Committee reviewed the correspondence pursuant <br />to the request for rezoning property at 25459 Lorain from multiple dwelling <br />to retail business, and the Solicitor advised this would be spot zoning and <br />it was recommended the application be denied on that basis. <br />It was moved by Mr. Hixson, seconded by Mr. MacDonald, the matter be <br />returned to the Planning Commission on the advice of the Solicitor, wherein <br />he advised we cannot legally zone a piece of property as it would be con- <br />sidered spot zoning. "Yeas" Hixson, Kramer, Lynch, MacDonald, O~Neill, <br />Wilson. <br />Mr. OfNeill reported a meeting was held <br />Transportation Committee to request a 90 <br />to the Rapid Transit and return. A fare <br />point of pick-up from the County line to <br />meeting is to be scheduled with Fairview <br />in regards to the fare to be charged. <br />~n August 12th with the Fairview Park <br />day trial run on Sundays and holidays <br />of 25¢ was recommended from any <br />the Rapid Transit and another <br />Park, upon Councils determination <br />It was moved by Mr. O~Neill, seconded by Mr. Kramer, that a 25¢ fare be <br />charged by the Municipal Bus Line from any point from the County line to the <br />last pick-up station, with regards to the suggested run to the Rapid Transit. <br />"Yeas" Hixson, Kramer, Lynch, MacDonald, O~Neill, Wilson. <br />In the bbsence of Mrs. Hinkel, Mr. OtNeill reported a communication was re- <br />ceived from residents of Ambour Drive, advising they felt the application for <br />release of sidewalk bond should be denied because of the drainage problem <br />behind homes on the South side horned by Pacer Construction, and they are <br />also concerned with the condition of the tree lawns. They further request <br />Councils consideration of this matter. The letter was signed by twenty <br />residents. <br />Discussion ensued relative to the drainage condition and the Engineer advised <br />the flow is into the Claque Road storm sewer which is inadequate, and possibly <br />the installation of the proposed sewer to be constructed on Claque Road may <br />afford some relief. Several residents appeared before Council requesting the <br />Engineer look it over and give Pacer Construction his recommendation. The <br />Engineer advised there had been no provisions for a developer to submit grading <br />plans until the adoption of the Building Coder, and suggested the installation <br />of a separate sump from the floor and tub drains in basements. This is not <br />a provision of the Building Code, but an added expense on the construction <br />of a home, <br />- 2 - <br />
