<br />OF THL CITY OF NORTH OLNiSTED, OHIO
<br />JULY 21, 1959 - 8:15 P.M.
<br />Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of
<br />Council; Evelyn ;`iinkel, iddie Hixson, Wm. H. Kramer, Francis J. O'Neill,
<br />and James T. 4Jilson.
<br />Also present were Lloyd iJ. Barnes, Service Director; Thomas J. i~aleigh,
<br />Safety Director; C. J. Oviatt, Solicitor; Alex Kanareff, .Engineer; and
<br />E. M. Christman, Clerk.
<br />Absent: Lary Alice Lynch, Bruce MacDonald, and. Alice llobbins Rhine,
<br />Treasurer.
<br />The minutes of the regular meeting of the Council of the City of North
<br />Olmsted, July 7th, were approved as read.
<br />The Mayor announced he had appointed Chester F. Frobieter, 23720 Lessner
<br />road, Civil Defense Director for the City of North Olmsted. It was moved
<br />by Mr. Kramer, seconded by Mr. Filson, the appointment be approved. "Yeas"
<br />Hinkel, ?3ixson, t{ramer, O'Neill, G3ilson.
<br />The Mayor administered the Oath of Office to Mr. i~'robieter.
<br />The Service Director recommended acceptance and dedication of Ambour Drive.
<br />T3e also asked Council's approval of the purci~ase of 275 gallons of the
<br />DDT Oil solution concentrate for further experimental purposes for the
<br />Piosquito Control Program.
<br />The Safety Director requested Council's consideration of the permanent
<br />suspension of Ordinance No. 2858, the Rules and Regulations for the Fire
<br />Department, on the basis of State Statute vesting such authority to the
<br />Safety Director, without necessitating passage by Council for any changes
<br />which might be made from time to time.
<br />The Safety Director also inquired relative to the status of a car or truck
<br />for the Dog garden. Mr. ~tdilson stated the matter had been discussed and
<br />it was suggested a telephone repair truck be purchased to convert it to
<br />use by the Dog Warden, within a reasonable figure, and the money was
<br />ap~%ropriated, but no trucks were available. It was determined that the
<br />Safety Director had the authority to expend the amount of X250.00 for
<br />tt~e purchase of a vehicle for use by the Dog Warden, without the action
<br />of Council, and will so proceed.
<br />The Safety Director also announced a meeting with the Police iepartment
<br />Saturday, 10:00 A.M., July 25th, relative to reducing working hours for
<br />the Department from 48 to 40 hours per week.
<br />The 'engineer reported relative to a dam on the Springvale Golf Course
<br />property and complaints that the dam causes backing up of water, which
<br />' '~"~ ~ had been investigated, and it was requested that he bring it up before
<br />Council.
<br />The Solicitor stated a request was made for the City to take action
<br />against the owners to abate this nuisance. The dam was constructed
<br />sometime ago. The water lies Westerly of the dam, which backs up and
<br />lies stagnant. The Engineer recommended that the spill-way be increased
<br />and lowered and the ditch widened to allow run-off. The matter was turned
<br />over to the Streets, Sewers and Ditch Committee for study, together with
<br />the Engineer's report.
<br />The Clerk read a communication from the Planning Commission, in which
<br />they ap.I;rove the plans for the proposed Service Garage at the Northwest
<br />corner of the Park.
<br />It was moved by Ir. ~~'ilson, seconded by Mrs. Hinkel, that the recommenda-
<br />tion of the Service Director for the construction of a Service Garage,
<br />heretofore approved by the Planning Commission, be and the same is hereby
<br />approved. "Yeas" Hinkel, Hixson, Kramer, O'Neill, ~~Tilson.
