MINUTES OF A MEETING OF THE COUNCIL
<br />OF THE CITY OF NORTH OLMSTED, OHIO
<br />JUNE 16, 1959 - 8:07 P.M.
<br />Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of
<br />Council; Evelyn Hinkel, Eddie Hixson, Wm. H. Kramer, Mary Alice Lynch,
<br />Francis J. O'Neill, and James T. Wilson.
<br />Also present were Lloyd E. Barnes, Service Director and Acting Safety
<br />Director; C. J. Oviatt, Solicitor; Alex Kanareff, r^,ngineer; and E. M.
<br />Christman, Clerk.
<br />Absent: Bruce MacDonald, and Alice Dobbins Rhine, Treasurer.
<br />The minutes of June 2nd, 1959, were approved as read.
<br />The Mayor reported he had received a breakdown of estimated costs from
<br />the Director cf Law, City of Cleveland, for each municipality relative
<br />to the hiring of an expert to analyze the East Ohio Gas rate application.
<br />North Olmsted's contribution, based upon the share of the City of Cleveland
<br />are anticipated as follows: If their costs amount to X5,000.00, our cost
<br />will be $74.24; however, if at the maximum of X10,000.00, our cost will
<br />amount to $148.48.
<br />The Mayor reported he had received a communication from the State of Ohio,
<br />Department of Health, approving the detailed plans for the sanitary sewerage
<br />system for North Olmsted, subject to the following conditions:
<br />That the city shall pass and enforce ordinances satisfactory to
<br />the Director of Health containing the following provisions:
<br />a. Prohibiting the establishment or maintenance of privies,
<br />cesspools and private sewage disposal facilities on
<br />premises accessible to the public sanitary sewers and
<br />requiring connections for such premises,
<br />b. Prohibiting the discharge into sanitary sewers of roof
<br />water, surface or subsoil drainage and other clean waste
<br />waters,
<br />c. Prohibiting the discharge of sewage into storm drains,
<br />d. Providing for the issuance of permits for sewer connections
<br />and for inspection and recording thereof; and
<br />That this approval shall become void January 1, 1961, unless the
<br />construction of the proposed work shall have been started prior
<br />to that date.
<br />The plans approved provide for the installation of sanitary sewers.
<br />The sewers are of sufficient size to carry any sanitary sewage flows
<br />likely to occur in the city but are entirely inadequate to carry
<br />storm drainage. It is essential that ordinances be enforced excluding
<br />such storm drainage from the sanitary sewers if overloading of the
<br />sewers is to be avoided. It is especially important that storm water
<br />be excluded from the sanitary sewers at North Olmsted because all of
<br />the sewage must be pumped.

<br />Further clarification is being requested relative to prohibiting the
<br />establishment or maintenance of privies, cesspools and private sewage
<br />disposal facilities on premises accessible to the public sanitary sewers
<br />and requiring connections for such premises.
<br />The Clerk read a communication from Hayden, Miller & Co., relative to
<br />the City's matured and maturing special assessment notes, and requesting
<br />legislation be passed extending the notes for a full year from present
<br />maturity.
<br />The Mayor appointed Thomas J. Raleigh, 24176 Rosita Lane, Safety Director
<br />for the City of North Olmsted, effective June 17, 1959• It was moved by
<br />Mr. 4lilson, seconded by Mrs. Hinkel, the appointment of Ntr. Raleigh be
<br />approved. "Yeas" Hinkel, Hixson, Lynch, O'Neill, Wilson. "Nay" Kramer.
<br />The I4iayor administered the Oath of Gffice to Mr. Raleigh.
