<br />Mr. MacDonald reported the Streets Committee met prior to last Council
<br />meeting concerning the erection of package treatment plants for the second
<br />portion of Charles Avenue, Zehman Wolf. The developer was to submit
<br />to Floyd Browne all plans. Mr. Kuhn advised nothing had been received
<br />in his office as yet, and it is therefore stalemmated until he get8 their
<br />plans.
<br />The Solicitor advised an examination of the statutes requires a public
<br />hearing oa proposed changes in various +eubsections of the Comprehensive
<br />Zoning Ordinance. These changes will now be incorporated in the proposed
<br />Rules and Regulations, and when that is dons, the Clerk mmust Certify to
<br />the County Recorder's office that there are rules and regulations regarding
<br />the construction of required utilities and improvemments prior to the
<br />issuance of a permit, and recommended the Engineer go over all of Section
<br />6. The date for the public hearing is scheduled for June 16th to permit
<br />two publications.
<br />The Solicitor ruled in regards to Olmsted Farms Subdivision No. 2, that
<br />the Clerk should not ba required to give certification of the plat as

<br />Resolution No. 2847 was introduced by Mr. MacDonald. A resolution
<br />authorizing the advertising for Public Hearing the proposed ammendmments
<br />to Article 3, Section 6, Subsections B., C., D., and E., of Ordinance
<br />2445 and Ordinance 2747, more frequently referred to as the Rules and
<br />Regulations established by the Comprehensive Zoning Ordinance pertaining
<br />to construction of the required utilities and improvements for new streets
<br />in a proposed subdivision. It was moved by Mr. MacDonald, seconded by
<br />Mrs. Lynch, that the statutory rule be suspended and the resolution be
<br />read immediately the second and third times and put on its passage. The
<br />affirmative vote on said mmotion was as follows: Hinkel, Hixson, Lynch,
<br />MacDonald, O'Neill, Wilson. Thereupon, the resolution was read the
<br />second and third times and put on its passage and the affirmative •ote
<br />thereon was as follows: Hinkel, Hixson, Lynch, MacDonald, O'Neill,
<br />Wilson.
<br />It was moved by Mr. MacDonald, seconded by Mr. Wilson, the Engineer
<br />prepare the necessary changes in technical language to be on file for
<br />perusal prior to the public hearing. "Yeas" Hinkel, Hixson, Lynch,
<br />MacDonald, O'Neill, Wilson.
<br />In regard to the Mutual Aid Agreement with North Ridgeville, it was
<br />moved by Mr. O'Neill, seconded by Mr. Wilson, the contract be referred
<br />to the Solicitor. "Yeas" Hinkel, Hixson, Lynch, MacDonald, O'Neill,
<br />Wilson.
<br />Discussion ensued relative to the resurfacing of Columbia Road as to
<br />whether or not further study should be made by the Finance Committee,
<br />and it was moved by Mr. O'Neill, seconded by Mr. MacDonald the matter
<br />be referred to the Finance Committee. "Yeas" Hinkel, Lynch, MacDonald,
<br />O'Neill, Wilson. "Nay" Hixson. Mr. Hixson voted "Nay" because he felt
<br />there should be no delay in processing this improvement.
<br />Ordinance No. 2848 was introduced by Mr. MacDonald. An ordinance
<br />accepting the detailed plans and specifications presented to the City
<br />by Floyd Browne and Associates. It was moved by Mr. MacDonald, seconded
<br />by Mrs. Hinkel, that the statutory rule be suspended and the ordinance
<br />be read immediately the second and third times and put on its passage.
<br />The affirmative vote on said motion was as follows: Hinkel, Hixson,
<br />Lynch, MacDonald, O'Neill, Wilson. Thereupon, the ordinance was read
<br />the second and third times and put on its passage and the affirmative
<br />vote thereon was as follows: Hinkel, Hixson, Lynch, MacDonald, O'Neill,
<br />Wilson.
<br />It was moved by Mr. Wilson, seconded by Mrs. Lynch, the motion to refer
<br />the resurfacing of Columbia Road to the Finance Committee be reconsidered
<br />and acted upon to expedite the program. "Yeas" Hinkel, Hixson, Lynch,
<br />MacDonald, O'Neill, Wilson.
