APRIL 7, 1959 - PAGE 3. <br />It was moved by Mr. Wilson, seconded by Mr. O'Neill, the Huilding <br />Commissioner be directed to refuse and withhold any permits to the <br />named contractors; that our resolution be sent to the neighboring <br />communities; and to refuse these particular contractors bonds or <br />licensee. „Yeas" Hiakel, Hixson, framer, Lynch, MacDonald, O'Neill, <br />Wilson. <br />The Glerk read a communication from Monson-Williams Corporation relative <br />to the paving and installation of sidewalks on Sweetbrier Drive, which <br />read in part as follows: <br />1. Prior to the time of paving, the street shall be maintained <br />in such a way that it can be driven upon by the residents <br />-~ and by the emergency equipaent of the City with safety. <br />2. Ths paving of the street and installation of sidewalks shall <br />be commenced no later than July 15th, and shall be completed <br />no later than August 1, 1959. <br />3. Ths installation of the sidewalk along the northerly side of <br />Sweetbrier Drive from Canterbury Road to the westerly lot line <br />of sublot 6 (the Jones' property) shall take place prior to <br />May 30th, subject to approval of the City Engineer." <br />A group of residents of Sweetbrier Drive appeared before Council requesting <br />sidewalks be installed sooner, and Mr. Monson agreed that if Council <br />would lift the ban on building permits, he would agree to install side- <br />walks by May 10th. <br />Resolution No. 2827 was introduced by Mr. MacDonald. A resolution <br />lifting the bas on building permits in the Sweetbrier Drive Subdivision. <br />It was moved by Mr. MacDonald, seconded by Mr. Wilson, the resolution <br />be adopted as read. "Yeas" Hiakel, Hixson, Kramer, Lynch, MacDonald, <br />O'Neill, Wilson. <br />Residents of Rainbow Drive appeared before Council requesting dedication <br />of the road. One-half of the road is in Olmsted Township, and one-half <br />in North Olmsted. The Clerk read a letter dated April 2nd from the <br />Planning Commission, in which they had taken up the matter with the <br />Service Director and the Solicitor, and it was recommended to Council <br />that the residents of Rainbow Drive secede from North Olmsted, or take <br />under consideration annexation by North Olmsted of a larger area. The <br />matter was referred to the Legislative Comaittee. <br />Resolution No. 2828 was introduced by Mr. Wilson. A resolution in memory <br />of Father John P. Cnlliton, Pastor of St. Richard's Parish, who passed <br />away March 26th, 1959• It was moved by Mr. Wilson, seconded by Mrs. <br />Hinkel, the resolution be adopted as read. NYeas" Hinkel, Hixson, <br />Kramer, Lynch, MacDonald, O'Neill, Wilson. <br />Ths Clerk read a communication from the Gity of Elyria relative to a <br />resolution passed to support House Bill No. 317 pertaining to railroad <br />crossing signals. The intent of the letter is to lend support to their <br />petition in regards to signals at railroad crossings. <br />Mr. Hixson reported relative to Olmsted Farms Subdivision No. 2. Ths <br />~° improvement plans permitted the use of black top for Subdivisions No. 1 <br />`~~ and No. 1 and 2 of the Zehman Wolf Subdivision, and Mr. Kinchen is <br />requesting approval of Subdivision No. 2 with black top, and also <br />requested consideration by the City of the installation of two package <br />sewerage treatment plants which are to be constructed to meet all require- <br />ments of the State and North Olmsted, to be maintained on a temporary <br />basis until such time as the sewer program passes and can be connected <br />to city trunk lines. <br />Discussion ensued relative to the subdivision not having been approved <br />prior to 1958, the linen signed and recorded, and bonds not submitted. <br />It was moved by Mr. O'Neill, seconded by Mrs. Hinkel, the Solicitor <br />check into the legality of the plat t~ determine if the Clerk can issue <br />his certification or not. „Yeas" Hinkel, Hi.zson, Kramer, Lynch, <br />MacDonald, O'Neill, Wilson. <br />
