<br />Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of Council;
<br />Evelyn Hinkel, Eddie Hixson, Wm. H. Kramer, Mary Alice Lynch, Francis O'Neill
<br />and James Wilson.
<br />Also present were Lloyd E. Barnes, Service Director and Acting Safety Director
<br />C, J. Oviatt, Solicitor; Alex Kanareff, Engineer; and E. M. Christman,
<br />Clerk.
<br />Absent: Bruce MacDonald and Alice Dobbins,
<br />The minutes of February 17th were read and approved as corrected.
<br />The Mayor reported b.e had received two communications fro Li bonding houses
<br />in regards to Fiscal Agents to appear at the Sewer Committee meeting on
<br />March 10th.
<br />The T~iayor also reported a meeting is scheduled in Columbus with the Water
<br />Pollution Control Board on March 13th, to discuss the plans for the sewer
<br />program for the City of North Clmsted in anticipation of a Federal Grant
<br />in the amount of $250,000.00.
<br />The Mayor appointed Mr. Frank Krecic as a member of the Recreation
<br />Commission to fill the unexpired term of Mrs. Phyliss Thiede.
<br />The Service Director reported relative to a communication to the State
<br />of Ohio, Department of Highways opposing the acceptance by the State of
<br />Lorain Road, until such time as the road is brought up to standard; and
<br />a reply, stating that M.r. Scott, their Division Construction Engineer,
<br />had made a field inspection of the project and had also noted these same
<br />conditions. The contract for this improvement has not yet been finaled,
<br />and it is the contractor's intention to perform any work necessary to
<br />meet State requirements and asked we contact them after the start of the
<br />construction season for any corrective word +.o be done.
<br />The Service T~irector requested authority to advertise for bids for 300
<br />tons of Asphalt T-35 for the resurfacing of various roads within the
<br />City. It was moved by Mr. Kramer, seconded by Mr. O'Neill, the Service
<br />Director be autYiorized to bid for 30U tons of T-35 for repairing of
<br />necessary roads. "Yeas" Hinkel, Hixson, Kramer, Lynch, OtNei11, Wilson.
<br />Resolution No. 2816 was introduced by t7r. Kramer, A resolution authorizing
<br />the Director of Public Service to advertise for bids for 300 tons of T-35-C
<br />Asphaltic type hot mix for the repair of necessary roads in the City of
<br />North Olmsted and declaring an emergency. It was moved by Mr. Kramer,
<br />seconded by Mr. O'Neill, that the statutory rule be suspended and the
<br />resolution be read immediately the second and third times and put on its
<br />passage. The affirmative vote on said motion was as follows: Hinkel,
<br />Hixson, Kramer, Lynch, O'Neill, ^ilxon. 'T'hereupon, the resolution was
<br />read the second and third times and put on its passage and the affirmative
<br />vote thereon was as follows: Hinkel, Hi.x:son, Kramer, Lynch, O'Neill,
<br />~Jilson.
<br />The Acting Safety Director reported relative to the activities of the
<br />Police Department fo.r the month of February, totaling 206, of which 106
<br />were citations, 11 to truc'~s.
<br />The Director reported seven building permits were issued for the month
<br />of February, at a total valuation of x.72,:150.00.
<br />The Director reported activities of the Fire Department for the month
<br />of February.
<br />The Service Director reported a meeting was held relative to Zone 3 for
<br />the sewer program. Several changes are to be made in the plans and dis-
<br />cussion ensued relative to trunk lines remaining within the City limits
<br />and the feasibility of tearing up sidewalks instead o:f paving.
