MINUTES OF A MEETING OF THE COUNCIL
<br />OF THE CITY OF NORTH OLMSTED, OHIO
<br />NOVEMBER 5, 1958 - 8:15 P, M.
<br />Due to General Election on November 4th, 1958, the regular meeting of the
<br />Council of the City of North Olmsted was held November 5th, 1958.
<br />Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of Council;
<br />James Hinkel, Eddie Hixson, Wm. H. Kramer, i~ruce MacDonald, James lrlilson,
<br />Lloyd E. Barnes, Service Director; and Carl F. Haettich, Safety Director.
<br />Mary Alice Lynch, and Francis O'Neill were absent.
<br />Also present were C. J. Otriatt, Solicitor; E. M. Christman, Clerk; and
<br />Alex Kanareff, Engineer. Alice Dobbins, Treasurer, was absent.
<br />The minutes of October 21st were approved as corrected.
<br />The Mayor read a communication from the State of Ohio Water Pollution
<br />Control Board, enclosing Permit No. 58.9 for permission to discharge
<br />sewage into waters of the State, which permit expires October 15th, 1959.
<br />The Mayor read a communication from the Public Utilities Commission of
<br />Ohio, in the matter of The Cleveland Electric Illuminating Company, stating
<br />a. hearing is scheduled for this month.
<br />The Mayor stated that at this time, he would like to speak to Council in
<br />regards to the sewerage bond issue, and congratulated Council for adequately
<br />and fully informing residents as to the cost, public meetings and speakers
<br />aware of the sewerage situation. This does not alleviate the situation,
<br />and a search must be made for other methods and plans. We have to comply
<br />with the directives of the Pollution Board, and therefore must exploit
<br />all of the possibilities in order to comply with the directives of the
<br />Board.
<br />The Service Director reported the Board of Control awarded the bid for
<br />tires and tubes to Cooper Tire Company as the lowest and best bidder, and
<br />requested confirmation by Council.
<br />The Safety Director presented a set of Rules and Regulations for the Fire
<br />Department for Council's approval at the recommendation of the Safety
<br />Committee, which was tabled for the next meeting.
<br />The Safety Director reported 110 building permits were issued, totaling
<br />$1,205.95, at an estimated valuation of $1,306,153.00.
<br />The Safety Director reported the dog warden's activities for the month
<br />of October - 27 calls.
<br />The Safety Director reported the activities of the Fire Department and
<br />Police Department for the month of October.
<br />The Engineer reported he could not find any ordinance for ditches within
<br />the City, and such legislation would give the City power of the culverting
<br />of ditches.
<br />The Engineer reported Theresa Lane is finally being repaired, but nothing
<br />was done to the turn-around. Ohio Shores presented a plat for the extension
<br />of a few lots on Ambour Drive, Subdivision No. 5, which had been approved
<br />by the Planning Commission, asking approval by Council. An adjourned
<br />meeting is to be set up tentatively for November 11th, 1958.
<br />Mr. Hinkel reported the Safety Committee recommended the Solicitor prepare
<br />legislation that no building permits be issued for ten days, until the
<br />property had been posted with "Permit applied for" sign.
<br />Mr. Hinkel reported as a member of the Transportation Committee, in the
<br />absence of Mr. O'Neill, it is the opinion of the Committee that considera-
<br />tion be given relative to a $50.00 per year allowance for uniforms for
<br />bus mechanics, and the Solicitor prepare the necessary legislation.
