MINUTES OF A MSETING OF THE COUNCIL
<br />GF THE CITY OF NORTH OLMSTED, OHIO
<br />OCTOBER ~, 1958 - 8:15 P. M.
<br />Present were James Hinkel, Wm. H. Framer, Mary Alice Lynch, Bruce MacDonald,
<br />Francis O'Neill, James Wilson, and Carl F. Haettich, Safety Director.
<br />Paul J. Gareau, Mayor; Ralph A. Hazelton, President of Cnurcil; Lloyd E.
<br />Barnes, Service Director; and Eddie Hixsen, were absent.
<br />Also present were C. J. Oviatt, Solicitor; E. M. Christman, Clerk; Alice
<br />Dobbins, Treasurer; and Alex Kanareff, Engineer.
<br />The minutes of the regular meeting of Council of the City of North Olmsted
<br />were approved as corrected.
<br />The Street, Sidewalk, and Sewer Committee is to determine the size of
<br />Brookpark Extension from Porter to Martin Drive so that the Engineer can
<br />draw plans and make legal description of the road and the Solicitor can
<br />begin proceedings to acquire land.
<br />The Safety Director reported the activities of the Dog Warden for the
<br />month of September.
<br />The Safety Director recommended that Council pass an ordinance prohibiting
<br />"U" turns at all intersections in the City, at approximately 500 ft. each
<br />way, and asked the Safety Committee to take this under consideration.
<br />The Engineer requested clarification as to the continuation of construction
<br />on Evergreen Drive as to the substitution of materials in the cross section
<br />of the road. He had looked for approved plans for sewer and water, and
<br />had discovered four or five sets of prints, but none with the signature of
<br />the Engineer. He had looked through the minutes of Council, and Planning
<br />Commission and can find no approval of the improvement plans. However,
<br />three subdivisions were approved through proper procedure for recording
<br />purposes only. The City of Cleveland Water Department~~xa a set of plans
<br />approved by Cloyd. He would like Council's stand as to what to do about
<br />it, and Council's approval before proceeding. The record plats were
<br />approved in November of 1956 and construction being taken place with these
<br />plans, based on plans which were not approved.
<br />The Engineer further stated the County Board of Health stepped in and
<br />forced the Developer to repair the condition relative to drainage for
<br />the existing homes. The Storm sewer outlets into a very narrow ditch.
<br />The Developer proposes to correct the situation from that point to 2,000
<br />feet by lowering the grade and putting in a storm sewer.
<br />The Engineer will check with the City of Cleveland and Cloyd to obtain
<br />a copy of the signed improvement plans.
<br />It was moved by Mr. Hinkel, seconded by Mrs. Lynch, the contractor proceed
<br />with Evergreen Drive if plans signed by the Engineer can ~g~obtained.

<br />The Engineer stated he had checked with the State Highway Department
<br />relative to the use of the macadum from Lorain Road to be used as a base
<br />for Evergreen Drive, and in their opinion, it would be a good base; however,
<br />he requested Council's approval for this deviation.
<br />It was moved by Mr. O'Neill, seconded by Mr. Kramer, the Solicitor prepare
<br />the necessary legislation to deviate from the plans for abase for Evergreen
<br />Drive. "Yeas" Hinkel, Kramer, Lynch, MacDonald, O'Neill.
<br />The Solicitor is to check with the supervisor in regards to the contract
<br />for the resurfacing of Lorain Road, especially, the removal of loose bricks.
<br />The Solicitor reported he had received a communication from Wm. L. Rinyu,
<br />together with a check for X1,000 to cover incompleted sidewalks for seven
<br />lots on W. 231st Street, in lieu of the bond which was returned to Rinyu.
<br />It was moved by N,r. MacDonald, seconded by Mr. Hinkel, the check in the
<br />amount of $1,000.00 as bond for incompleted sidewalks for the seven lots
<br />on W. 231st Street by Wm. L. Rinyu be accepted. "Yeas" Hinkel, Kramer,
