MINUTES OF A MEETING OF THE COUNCIL
<br />OF THE CITY OF NORTH OLMSTED, OHIO
<br />AUGUST 5, 1958 - 8:18 P. M.
<br />Present were Paul J. Gareau, Mayor; Ralph A. Hazslton, President of Council;
<br />Jams• Hinksl, Eddie Hixaon, Mary Alice Lynch, Bruce MacDonald, Francis
<br />O'Neill, dales Wilson, Lloyd E. Barnes, Service Director; and Carl F.
<br />Hasttich, Safety Director. Wm. H. Kramer, was absent.
<br />Also present were C. J. Oviatt, Solicitor; E. M. Christman, Clerk; Alice
<br />Dobbins, Treasurer; and Alex Kanareff, Engineer.
<br />The minutes of July 15th were approved as corrected.
<br />The minutes of the ad~ournsd meeting of July 31st, ware approved as read.
<br />Mr. Kuha of Floyd Browne & Associates appeared before Council to determine
<br />Council's intention with the adoption of Plate 4 of the sewer program, with
<br />reference to streets to be omitted or added. Mr. MacDonald replied that at
<br />that time it was intended to cover the entire City.
<br />The question of what constitutes a dedicated street, and at what point is
<br />it dedicated was discussed, in lieu of Cedar Point Road, Lewis Road, Rain-
<br />bow Drive, Maplehurst, and others mentioned where the street is dedicated,
<br />but upon which there is no building, such as Elmhurst, Parkatons, and
<br />Overbrook.
<br />The Engineer reported that there are eleven undedicated streets in the
<br />process of being dedicated, if the difficulties were corrected, but which
<br />are not included on Flats 4. The Solicitor stated that any street in a
<br />subdivision approved after ~fovember 4th, 1958, would not pose much of a
<br />problem for our own engineer, when a sewer would be determined desirable
<br />for that street. He also suggested that a latter be submitted from the
<br />Clerk of Council to Floyd Browne and Associates of the dedicated streets
<br />which can at this time be eliminated in their plans, and confine it to
<br />only dedicated streets.
<br />Mr. Kuhn stated he will review the map. They are 45 per cent complete on
<br />design of the sewers now, and the map will be completed within the next
<br />two months. After the designs are accepted by Council, it will then be
<br />put on linen. Any changes required for land or right of way on the final
<br />plan are covered by an estimated amount set up for contingencies in the
<br />amount of X88,000.00.
<br />The question of Dover Road and Lorain Road, with regard to the sewer
<br />placement was again discussed. Mr. Kuha stated that the sewers will
<br />stay ont oY the paved portion of streets whenever possible. The City
<br />will be given two estimates, to show which would be the most desirable.
<br />The Solicitor stated that on Lorain Road there would be no trouble to
<br />acquire rights of way, as eighty (80) feet is being used, and it will be
<br />necessary to obtain the right of way on Dover Road because it is only
<br />forty (40) feet; and by virtue of the County Commissioners, the pavement
<br />cannot be opened. Also, answering Mr. Hinkel'a question with reference
<br />to financing of changes, up to the time of final approval of Council,
<br />changes would not entail additional financing. After approval, it be
<br />determined to change, which would entail additional engineering, there
<br />will be a charge.
<br />Ia the designing of the plena for streets to be included for the City of
<br />North Olmsted will bs streets dedicated as of August let; those streets
<br />which are already dedicated but to be eliminated from the plans, and
<br />those streets if dedicated by September 1st.
<br />The date for designing sewers for the streets throughout North Olmsted
<br />is to bs set as August let, 1958.
<br />Mr. Kuhn stated the large mosaic will bs available next week for the
<br />Homecoming. Eight thousand mimeographed tabulations of costs, and how
<br />the costs will bs assessed will also be furnished for the booth at the
<br />Homecoming.
