MINUTES OF A MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED, OHIO <br />JULY i5~ 1958 - 8:15 P.M. <br />Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of <br />Council; James Hinkel, Eddie Hixson, Wm. H. Kramer, Mary Alice Lynch, <br />Bruce MacDonald, Francis O'Neill, James Wilson, Lloyd E. Barnes, <br />Service Director; and Carl F. Haettich, Safety Director. <br />Also present were C. J. Oviatt, Solicitor; E. M. Christman, Clerk; Alice <br />Dobbins, Treasurer; and Alex Ranareff, Engineer. <br />The minutes of July 1st and July 8th were approved as corrected. <br />The minutes of July 14th were approved as read. <br />The Mayor read a communication from Mrs. Glenna Caster, on behalf of the <br />North Olmsted Community Council, wherein an invitation was extended to <br />the Mayor and the members of the official family to participate in the <br />Annual Community Day Parade on Friday, August 22nd, 1958. <br />The Service Director reported that he has employed a crew in connection <br />with the ditch program and that, apparently, it will turn out satisfactorily. <br />He then requested permission from Council to enter into a contract with a <br />salvage concern with regard to "scavenger" rides throughout the City. Such <br />a contract would result in payment of $25.00 per month to the city and <br />actually would result in a savings of, approximately X4,000.00 per year; <br />inasmuch as it would eliminate the use of Service Department labor and <br />equipment for the pick-ups involved. <br />Mr. O'Neill requested information as to how many concerns were contacted <br />and the Service Director reported that he has checked for six months and <br />the only other offer had been $20.00 per month. Mr. O'Neill requested a <br />special conference with the Service Director but he emphasized the fact <br />that he was not withholding his approval lout merely wished to discuss <br />the firm to be contracted with. <br />The Solicitor was requested to voice an olainion as to whether or not any <br />action of Council would be necessary with respect to the salvage contract <br />and he advised that a resolution authorizing the Board of Control to enter <br />into a contract would be necessary, inasmuch as no bids were taker. <br />The Safety Director reported that Cleveland's loss has been Nortti Olm.;ted's <br />gain, as John M. Gibbons who was associat4ad with the Cleveland Police <br />Department for eight years has been appointed a patrolman of the City ~a" <br />North Olmsted, effective August 1st. <br />The Engineer advised that an inspection report has been filed with the <br />Service Director covering Cedar Point Subdivision, including Careylane <br />and Allendale. Mr. Wilson requested Mr. FCanareff to advise as to whether <br />or not plans have been received from John R. Lloyd covering Eleanore and <br />Evelyn Drives and Theresa Lane. The Engineer advised that he has obtained <br />plans from Rait2 Engineering and also directly from the developers izi <br />connection with various subdivisions and he has also received some coopera- <br />Lion from Mr. Lloyd. He stated that it will, undoubtedly, be necessary to <br />contact the designer or the developer in connection with W. 230th, W. 232nd <br />and also on W. 231st and Mildred Ave. <br />A discussion ensued as to the adequacy of the deposit placed with the ~,i.t~f <br />by the developers covering inspection and the Auditor stated that l~'~ is V <br />not a sufficient percentage and that at numerous times it i~ necessary to <br />contact the developers for additional funds. <br />The Engineer suggested that a higher percentage be set up and also a <br />minimum fee, in order to provide for sufficient funds to cover inspections <br />and to avoid the necessity of contacting the developer; any balance could <br />be refunded. He stated that he has a recommended scale which he would be <br />glad to furnish. The President of Council. referred the matter ~f the can <br />tractor's deposit to the Safety Committee. <br />
