JULY 15, 1958 - - FAGS <br />Mr. Kuhn then addressed Council relative to his recommendations in con- <br />nection with the service lines. He suggested treat service lines be <br />installed from the main lateral ar trunk sewers to the curb lawn wherever <br />there is a building existing at the time of the construction of the sewer; <br />and, where there is no building, the wye branch would be capped at the <br />wye branch connection. Mr. MacDonald inquired as to the advisability of <br />putting in the wyes and Mr. Kuhn advised that if the builders know where <br />the wye branch is located they will come in on a 90° angle. All. measure- <br />ments would be available and the Engineer would be able to notify them <br />as to where tre wye branches are located. <br />The Engineer requested Mr. Kuhn to advise in terms of "dollars and cents'" <br />with regard to the 12,000 connections. Mr. Kuhn stated that the original <br />proposal wasto get the program in at the least expense and if they put a <br />service line on for each piece of property it would entail about 1.5' of <br />6" line C' $6.00 per foot or ~1,200,000.OC additional cost. <br />Resolution No. 2725 was introduced by Mr. M~,eDona,ld. A resolution approving <br />the recommendation made by Browne & .Associates with respect to the omission <br />of sewer on those streets sparsely developed and the omission of service <br />connections on unimproved properties. It was moved by Mr. MacDonald, <br />seconded by Mr. Kramer, that the statutory rules be suspended and the <br />resolution be read immediately the second. and third times and put on its <br />passage and the affirmative vote thereon was as follows: Henkel, Hixson, <br />Kramer, Lynch, MacDonald, O'Neill, Wilson. Thereupon, the resolution <br />was read the second and third times and put an its passage and the affirma- <br />tive vote thereon was as follows: Henkel, Hixson, Kramer, Lynch, MacDonald, <br />O'Neill, dilson. <br />It was moved by Mr. Wilson, seconded by T7r. O'Neill, that the Solioitor <br />prepare legislation covering the moral claim, of Mr. Nicholson. "Yeas" <br />Henkel, Hixson, Kramer, Lynch, MacDonald, G'Nei11, sdilson. <br />The Solicitor advised th=:.t considerable difficulty is being experienced <br />relative to gas wells and consideration should be given to clarifying <br />our Ordinance No. 2510 so that there is uniform inspection sand consideration <br />given to each well. There are three wells in question at the present time; <br />one involved in the property far the proposed bowling alley and two in the <br />parking area of the shopping center. The Division of Mines do not control <br />abandoned wells unless abandoned since 1950 in the corporate limits of this <br />City and our Ordinance 2510 states that et is necessary to plug them if <br />net removed 100' from a dwelling. In order to plug a mine the cost is <br />X8,000.00 and it necessitates greater study; whereas, it costs X300.00 to <br />vent. The problem of gas wells was referred. to the Safety Committee anal <br />the Solicitor will be notified in order that he may attend their meeting. <br />The Clerk read a communication from the City of ~lestlake indicating that <br />they are not going into the Rocky River Sewerage Plant but have decided <br />instead to secure professional services to draw up anal submit to them a <br />feasible sewer program. <br />The Solicitor advised Council that he had been contacted by Hausimann- <br />Johnson, developers of Olmsted Colony, relative to the reruirements of <br />pasting bonds for all improvements. They would like to past cash to cover <br />the underground utilities and then later apply that towards the bond for <br />additional improvements for sidewalks etc. Mr. Oveatt stated that it <br />should be a matter of policy. <br />The Service Director and the ~ngineer pointed out that the developer may <br />supposedly put in sewer and water after which he will. take his time putting <br />in the remaining improvements and the Sol.ici.tor stated that no permits would <br />be issued until the two items were paid for. Mayor Gareau questioned the <br />possibility of the lots being sold en.dividuc.lly and the Solicitor advised <br />that such sales would result in no permits tieing issued and the developer <br />would be faced with civil suits. The Mayor advised that the Buel.dir~g <br />Department would have to be advised accordingly. <br />
