<br />OF FORTH OLMSTED, OHIO - 8:15 P.M.
<br />Present were Paul J. Gareau, Mayor; Ralph A. Hazslton~ President of
<br />Council; James Hinkel, Eddie Hixson, Wm. H. Kramer Mary Alice Lynch
<br />Francis O'Neill, Janes Wilson Lloyd E. Barnes, Service Director; and
<br />Carl F. Haettich~ Safety Director.
<br />Also present ware Alex Kanareff, Engineer; C. J. Oviattt Solicitor;
<br />E. M. Christman Clerk; and Alice Dobbins Treasurer.
<br />Bruce MacDonald was absent.
<br />Resolution Ko. 2~10~ authorizing an application for .Federal Aid in
<br />defraying the costs of plan preparation for Sewerage Treatment Plant
<br />expansion, sanitary trunk sewer extensions and necessary appurtenances
<br />theret®; designating an authorized representative of the City; and
<br />declaring an emergency, was given its second reading. It was coved
<br />by Mr. Hinkel, seconded by Mr. Hixson, that the statutory rule be sus-
<br />pended and the resolution be read immediately the third time and put
<br />on its passage. The affirmative vote on said motion was as follows:
<br />"Yeas" Hinkel, Hixson, Kramer Lynch, O'Keill~ Wilson. Thereupon,
<br />the resolution was given its third and final reading and put upon its
<br />passage and the affirmative vote thereon was as follows: Hinkel Hixson,
<br />Kramer, Lynch, O'Neill, Wilson.
<br />Ordinance No. 211, authorizing the Solicitor of the City of Korth
<br />Olmsted to employ special counsel to assist in the proceedings requisite
<br />for the authorization and issuance of bond financing for the construction
<br />of a Municipal Sewerage System, was given its second. reading. It was
<br />moved by Mr. Hixson, seconded by Mr. Kramer, that th.e statutory rule
<br />be suspended and the ordinance be read immediately the third time and
<br />put on its passage. The affirmative vote on said motion was as follows:
<br />"Yeas" Hinkel, Hixson, Kramer, Lynch, O'Neill, Wilson. Thereupon
<br />the ordinance was given its third and final reading and put upon its
<br />passage and the affirmative vote thereon was as follows: Hinkel, Hixson,
<br />Kramer, Lynch, O'Neill, Wilson.
<br />Resolution No. 2712,a resolution employing John R. Cloyd to complete
<br />engineering services on Gsssner Road sidewalk Ko. 1, Gsssner Road side-
<br />walk No. 2, Lucille Drive sidewalks, Decker Road Street Improvement #1,
<br />Decker Road sewer improvement No. 2, and 1958 Street Resurfacing program,
<br />and providing for compensation therefor, and dsclari.ng an emergency, was
<br />given its second reading. It was moved by Mr. Kramer, seconded by Mrs.
<br />Lynch, that the statutory rule bs suspended and the resolution be read
<br />immediately the third time and put on its passage. The affirmative
<br />vote on said motion was as follows: "Yeas" Hinkel, Hixson, Kramer,
<br />Lynch, O'Neill, Wilson. Thereupon, the resolution was given its third
<br />and final reading and put upon its passage and the affirmative vote thereon
<br />was as follows: Hinkel, Hixson, Kramer, Lynch, O'Neill, Wilson.
<br />It was moved by Mr. Hixson seconded by Mr. Hinkel, that this Council
<br />spread upon the minutes that the plan outlined in Ordinance No. 2613,
<br />determining the necessity of constructing a municipal sewerage system
<br />for the City of North Olmsted and of levying a preliminary assessment
<br />~~ upon the benefited lots and lands within said city to pay the costs of
<br />general and detailed plans and specifications, estimates and other
<br />charges preliminary to and in construction with the construction and
<br />Financing of said improvement, reflect that rather than proceeding with
<br />the proposed plan for said improvement as outlined on Plate Ko. 8 of
<br />the report of Floyd G. Browne & Associates, which report is entitled
<br />"Facilities Proposed for Immediate Construction", be modified to encom-
<br />pass all of the area of the City of North Olmsted as reflected on Plate
<br />No. ~ is the report of said Engineers. "Yeas" Hinkel, Hixson, Kramer
<br />Lynch, O'Neill, Wilson.
<br />Ordinance Ko. 2713 was introduced by Mr. Hixson. An ordinance to amend
<br />Ordinance Ko. 2671 authorizing the Director of Public Service of the
<br />City of North Olmsted, Ohio to authorize the consulting engineers to
<br />prepare detailed plans and specifications for the sanitary sewerage
