APRil 15, 1958
MINUTES OF A MEETING OF THE COUNCIL OF THE CITY OF NORTH
OLMSTED, OHIO - - 8:15 P.M.
Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of
Council; James Hinkel, Eddie Hixson, Wm. H. Kramer, Mary Alice Lynch,
Bruce MacDonald, Francis O~Neill, James Wilson and Lloyd E. Barnes,
Service Directory and Carl F. Haettich, Safety Director.
Also present were C. J, Oviatt, Solicitor; EM. Christman, Clerk; and
Everett Dean, Engineer; and Alice Dobbins, Treasurer.
The minutes of April lst were read and approved as corrected. #
The Service Director reported that Joe ~~islbauer, developer of Butternut
Subdivision #1, donated 32 evergreens which are to be planted as a hedge
on the land fill site and he recommended that a letter of thanks be sent
on behalf of the City to Mr. Hozelbauer.
Mr. Barnes further advised that Mr. Gillian, Trustee Chairman of Olmsted
Township has indicated that he would appreciate an imritation to arty future
meetings at which the sewerage problem is to be discussed.
The Safety Director advised that ha had contacted Greyhound Rental Agency
relative to the purchase of the rental automobile which already has 60,000
miles and the purchase price would be ~1,l~00.00. The rental of the ca.r
amounts to X160.00 per month or X1,920.00 per year.
Mr. Haettich contacted the City of Fairview Park and they were very cooperative
in furnishing information relative to their police ears. They purchased a
country-sedan for $2,650.00 and, after driving the car for one year, they re-
ceived X1,700.00 which left a balance of X950.00. Total repairs on the car -
tires etc. - amounted to X350.00 per car; total cost - X1,300.00. They also
purchased two passenger cars for X3,980.70 or X1,980.00 each. He stated
that in view of these figures the City of North Olmsted has actually been
«going into the hole~~ X600.00 by renting a car.
Mr. Haettich further stated that he would like to have a set-up for "uniformn
uniforms; in other words, each officer would buy their uniforms in one place.
In the past they bought them in different places which resulted in the uniforms
being different shades of blue and only about two were ?Wade alike. Fairview
has a man measure and fit the men and upon completion they are delivered.
In connection with tears they also have an unusual arrangement whereby a man
comes out with a portable sewing machine to repair.
Returning to the discussion of the police ear, Mr. Haettich suggested that we
forget entirely about the rental automobile and he recommended that we advertise
for bids. He recommended that the car to be purchased be equipped with standard
gear instead of the automatic transmission as it would be more satisfactory in
operation and definitely more economical, not only in the inf~tial price (it
would cut down the cost approximately X200.00) but also in the cost of repairs.
He further requested that a four-door be considered instead of a two-door.
The Safety Director then suggested that the Council consider the appointment
of two men for both the Police Department and for the Fire Department. He
pointed out that it is almost impossible to operate radar due to the lack of
men. Further, he highly recommends the appointment of a lieutenant for the
Police Department.
Mr. Haettich then advised Council that there is an immediate need for a traffic
light at No. 2 fire station. He referred to past instances when the heavy
traffic resulted in a delay in leaving the station. Mr. Kramer pointed out
that No. 1 station is also in need of a traffic light and Mr. Haettich replied
that he realized this fact but, at this time, No. 2 is of primary concern.
Mr. Hazelton then stated that the one item that the Council should take action
on immediately was the police car, after which the other items could be
considered.
