<br />Mr. Fred Crider, 31512 Lorain ?toad, requested information as to what the in-
<br />crease in building fees will be. Mr. Hinkel stated that unless Mr. Crider
<br />would actually loop at the list covering the increases, it would be difficult
<br />to give an answer. Mr. Crider stated that he was not questioning the necessit5-
<br />of an increase in the rates; but he felt that the increase should be based on
<br />the costs of operation in the department, rather than on the comparison of
<br />rates with Westlake or any other suburb. He stressed the point that taking
<br />into consideration the present tax rate of North Olmsted, it seemed strange to
<br />raise the building fees at a time when residential building was on the decrease.
<br />Mr. Hinkel stated that one of the reasons for the proposed increase was to
<br />off-set the cost of hiring a new man to help out in the department.
<br />The Mayor endeavored to answer Mr. Crider's question by stat3.ng that it was
<br />deemed advisable to increase building fees to provide for specialists and also
<br />the fees that prevailed before did not provide for adequate inspection to all
<br />sections of North Olmsted.
<br />Mr. Hinkel stated that the fees were merely being proposed and request was
<br />being made for legislation to cover and the rates were not actually being ac-
<br />cepted at this time.
<br />Ordinance No. 2673 was introduced by Mr. Wilson. An ordinance amending Section
<br />3 of Ordinance 221lt enacted October !~, 1955, entitled "An ordinance determining;
<br />salaries, wages and bonds of appointed officials and employees of the City of
<br />North Olmsted" as amended by Ordinance 2273 enacted March 6, 1956, Ordinance
<br />2537 enacted August 21, 1956, Ordinance 2509 enacted July 15, 1957 and Urd.inance
<br />253. enacted August 20, 1957, and declaring an emergency. It was moved by Mr.
<br />Wilson, seconded by Mr. Kramer, that the statutory rule be suspended and the
<br />ordinance be read immediately the second and third times and put on its passage.
<br />The affirmative vote on said motion was as follows: Hinkel, flixson, Kramer,
<br />Lynch, 1~iacDonald, O'Neill, Wilson. Thereupon, the ordinance was read the second
<br />and third times and put upon its passage and the affirmative vote thereon was
<br />as follows: Hinkel, Hixson, Kramer, Lynch, MacDonald, O'Neill, Wilson.
<br />Resolution No. 267lr was introduced by Mr. MacDonald. A resolution authorizing
<br />change of name of Allandale Road indicated on proposed G. A. Barrow Cedar
<br />Point Subdivision by correcting the map or plat to reflect change of name to
<br />West Allandale and. East Allandale thereon. It was moved by Mr. MacDonald,
<br />seconded by Mrs. Lynch, that the statutory rule be suspended and the resolution
<br />be read immediately the second and. third times and put on its passage. The
<br />affirmative vote on said motion was as follows: Hinkel, FIixson, Kramer, T,yt~ch,
<br />MacDonald, O'Neill, Wilson. Thereupon, the resolution was read the second and
<br />third times and put upon its passage and the affirmative vote thereon was as
<br />follows: Hinkel, Hixson, Kramer, Lynch, MacDonald, O'Neill, Wilson.
<br />Ordinance No. 2675 was introduced by Mr. Hixson. An ordinance accepting plat
<br />of Westchester Estates Subdivisions No, 1, 2, 3 and ~t and confirming the
<br />dedication of streets and alleys thereon shown, and declaring an emergency. It
<br />was moved by NTr. Hixson, seconded by Mr. MacDonald, that the statutory ral.e be
<br />suspended and the ordinance be read immediately the second and third times and

<br />It was moved by Mr. O'Neill and seconded by T~Ir. Wilson that Ordinance No. 2670
<br />be tabled until a special meeting on April 22, 1958. "Yeas" Lynch, Hinkel,
<br />O'Neill, Wilson. "Nays" Hixson, Kramer and MacDonald.
<br />The Clerk read Letters of Commendation to the bus drivers and to Chief
<br />Donaldson of the Fire Department which were prepared by the Solicitor.
<br />Mr. Hinkel advised that McKenzie Park Estates were to have taken care of two
<br />streets and he requested information as to whether or not tree Service Department
<br />could do the work arr3. charge the developer. Mr. Oviatt advised that the
<br />developer must be first notified; therefore, a letter will be sent to the
<br />developer advising him to comply within one week.
<br />Mr. Kramer requested that the Building Department furnish comparison figures
<br />in monnection with the proposed fees.
