The immediate requirement indicated a plant for four and one- <br />half million gallons sewage. <br />The Department of Health was satisfied with the plan and the final picture <br />submitted to Council for action on the basis of X4,600,000.00; X1,000,000.00 <br />in the cost of the sewerage treatment plant, and the additional cost to collect <br />and take it to the plant. The Council adopted the program last Fall, and the <br />plans submitted to the State of Ohio Department of Health and the Ohio Pollution <br />Board, and with that, the next phase was the procedure to be adopted as to the <br />manner of assessment. Council adopted a resolution for an immediate program <br />and a public hearing was held on December 17th. There being no objections, <br />Council requested Floyd Browne and Associates to prepare a list of tentative <br />assessments for the plan, and thus the legal notice of the public hearing in <br />regards to tentative assessments, and a question and answer period followed. <br />It was decided by Council to borrow the necessary money on notes and dispense <br />with the assessment at this time. <br />The majority of questions were in regards to the Western section of the <br />Community, and the method of assessing. It was explained that the population <br />in the 6~~estern section of the community is less than four persons per acre; <br />that the trunk lines would have to be large enough to take care of that section <br />when the time came for that section to tap in. As to the method of assessment, <br />it was decided by Council to adopt the procedure of assessment by valuation <br />as against benefits derived to expedite the program, <br />The Solicitor received a check in the amount of X2900.00 from Westchester <br />Estates for the purposes of paying for bringing up to standard Subdivision <br />No. 4 in the development. Said payment is contingent upon acceptance of <br />Subdivisions 1, 2, 3 and 4 for dedication. If not dedicated, the money is <br />to be returned to E1lestchester Estates. <br />It was moved by Mr. j~~ilson, seconded by Mr. MacDonald, the Solicitor draw <br />up a resolution to release Subdivision No. 4 of tilestchester Estates, and <br />release the bond of the Buckeye Casualty Company. "Yeas" Hinkel, Hixson, <br />Kramer, Lynch, MacDonald, O'Neill, j~tilson. <br />Ordinance No. 2053 was introduced by Mr. Hixson: An ordinance amending <br />Ordinance No. 2~~,3 enacted March !~, 195$, being an ordinance authorizing the <br />Safety Director to enter into an agreement with the Board of Commissioners <br />of Cuyahoga County for the enrollment of an officer or officers in the Police <br />Training School conducted by the Board of County Commissioners of Cuyahoga <br />County, and declaring an emergency. It was moved by Mr. Hixson, seconded by <br />Mr. Kramer, that the statutory rule be suspended and the ordinance be read <br />immediately the second and third times and put on its passage. The affirma- <br />tive vote on said motion was as follows: Hinkel, Hixson, Kramer, Lynch, <br />MacDonald, O'Neill, ~~ilson. Thereupon, the ordinance was read the second <br />and third tix~-es and put upon its passage and the affirmative vote thereon <br />was as follows: Hinkel, Hixson, Kramer, Lynch, MacDonald, O'Neill, 6~ilson. <br />Ordinance No. 265. was introduced by Mr. Kramer, An ordinance authorizing <br />and directing the cancellation of special assessments on Permanent Parcel No. <br />232-9-10 on Porter Road water main #~1; Permanent Parcels Nos. 235-12-100 and <br />235-12-101 on Decker Road t~'ater Main #1., all in the City of North Olmsted, <br />and declaring an emergency. It was moved by I~Ir. Kramer, seconded by Mr. u~il.son, <br />that the statutory rule be suspended and the ordinance be read immediately <br />the second and third tircies and put on its passage. The affirmative vote on <br />said motion was as follows: Hinkel, Hi.~son, Kramer, Lynch, MacDonald, O'Neill, <br />^:ilson. Thereupon, the ordinance was read the second and third times and put <br />upon its passage and the affirmative vote thereon was as follows: Hinkel, <br />Paxson, Kramer, Lynch, MacDonald, O'Neill, ~dilson. <br />Resolution No. 2655 was introduced by R~Ir. Hinkel. A resolution authorizing <br />Patrick A. Gareau to act as assistant Solicitor, effective March 15, 195$, <br />and declaring an emergency. It was moved by I~r. Hinkel, seconded by Mr. <br />O'Neill that the statutory rule be suspended and the resolution be read <br />immediately the second and third times and put on its passage. The affirma- <br />tive vote on said motion was as follows: Hinkel, Hixson, Kramer, Lynch, <br />
