MARCx 4, 195$ <br />MINUTES OF A MEETING OF THE COUNCIL OF' THE CITY OF <br />NORTH OLMSTED, OHIO - $:oo P.M. <br />Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of Council; <br />E. Hixson; W. Kramer; Mrs. Lynch; Bruce MacDonald; F. O~Nei71; J. Wilson; <br />Patrick A. Gareau, Safety Director; and Lloyd E. Barnes, Service Director. <br />J. Hinkel was absent. <br />Also present were C. J. Oviatt, Solicitor; E. M. Christman, Clerk; Everett <br />Dean, Engineer; and Alice Dobbins, Treasurer. <br />The minutes of February 1$th, 195$ were approved as read. <br />The Safety Director reported he had attended a class at the Westlake Police <br />Station, conducted to assist policemen in the securing of evidence and <br />maintenance of records. He will conduct a similar class for our Policemen <br />the following week. He further stated the Jail is inadequate, and a study <br />of the budget does not permit additions to the Police Department, but strongly <br />recommended we consider making a jail out of 'the parking area of the Police <br />Station, which would cut down on the costs of having a jailer, as there is <br />a man on the desk at all times. Further, consideration should be given <br />within the next six months to appoint a Police Officer as Detective, to <br />investigate all felonies and juvenile offenses in our City, <br />The Engineer reported he had talked with Mr. Stein, who is a representative <br />of the bonding company for Westchester Estates and had come up with a total <br />of X2900.00, and advised we take bids with the X19,000 already authorized <br />for street resurfacing, save out X500.00 for sidewalk, and leave X2400.00. <br />The Mayor read a communication from the Planning Commission regarding Mr. <br />George Stewart, Sr., and Mrs. Elizabeth W. Stewart's (Mahler) subdivision, <br />approved April 9th, 1957. The Stewarts' claim their subdivision was approved, <br />using a black top pavement; and now they are required to use concrete which <br />makes the price of lots prohibitive. The Planning Commission recommended to <br />the Stewarts' they take their problem to the City Council. <br />The Mayor read a communication from the North Olmsted Citizens' League stating <br />their purposes in the community and recommending a traffic sign to cut down <br />traffic at the intersection of Brookpark & Lorain for West bound traffic, and <br />shelters for bus stops. <br />The Mayor read a communication from the Amvets Thrift Store, requesting per- <br />mission to collect salvagable items from the residents in North Olmsted, in <br />lieu of City Ordinance 35b, Section 2. <br />The Mayor reported in regard to the improvement of Dover Center Road, he <br />had spoken to the County Engineers and explained we could not afford to <br />spend the money at this time and it was suggested he meet with the County <br />Commissioners to spread the expenditure over a period of years. He will <br />meet with them to see what can be done in this regard. <br />Mr. O'Neill reported his committee met on February 25th regarding the bus <br />drivers request, and are prepared to meet with the bus driver's committee. <br />Mr. Barnes is to meet with them also. <br />Mrs. Lynch reported regarding a complaint from Mr. Wilson on Gladland. As <br />~`R~M, soon as the weather permits, Mr. Barnes will have it taken care of. Mrs. <br />`~`~~"' Lynch reported she had also received complaints regarding the condition of <br />the street on Allandale. <br />Mrs. Lynch read the report from the Illuminating Company regarding the <br />installation and transfer of street lights in the City. <br />Mr. Wilson reported the entrance to Twin Circle is not illuminated at night <br />and creates a dangerous situation. He suggested we ask Westlake to put in <br />a light as Hall Drive will also benefit and that someone in Westlake on the <br />Utilities Committee be contacted to see if we could not get them to install <br />this light. <br />... ~. x , ..,.. ,: i <br />
