<br />Mr. MacDonald reported his committee met on the 25th and discussed the
<br />improvement of Dover Center Road at a cost to the City of X25,700.00, and
<br />pointed out the additional costs of water connections, man holes, which would
<br />bring the cost up to approximately X28,000.00. He will be glad to accompany
<br />Mr. Gareau when he meets with the County Commissioners to see if this could
<br />not be extended over a period of time.
<br />Mr. MacDonald further stated the Committee felt that work should be completed
<br />on the Westchester Estates at the earliest possible time, with the acquisition of
<br />more time and materials and slag, and that the sidewalk should be replaced
<br />at the same time. Lorain Road, at the Eastern section, and the holes at Claque
<br />and Lorain will be taken care of the latter part of April or the first part
<br />of May.
<br />The Mayor will be in contact ?with the State of Ohio, Division of Roads re-
<br />garding Lorain Road.
<br />Mr. Kuhn of Floyd Browne & Associates presented facts and figures on 6,000
<br />estimates in accordance with Ordinance No. 2b13, and has prepared a list of
<br />tentative assessments of the first phase of the sewer program.
<br />The Solicitor stated that in accordance etith the requirements of Ordinance
<br />No. 2613, it is necessary for Council to fix a date when there will be a
<br />Public Hearing to listen to any complaints or objections, and recommended
<br />a public hearing be held with the next Council meeting, March 18th,
<br />Mr. Kuhn stated he had been requested by Mr. Biskind to ask Council its
<br />requirements regarding the permanent form or record for the Sanitary Sewer
<br />and was advised plans and profiles on lines for permanent record, and before
<br />commencing construction, all plans must be deposited with the Metropolitan
<br />Park Board and approved by them.
<br />The Mayor, Solicitor, Mr. Kuhn, and Mr. MacDonald are to meet with the Metro-
<br />politan Park Board March 6th.
<br />Mr. Kuhn further advised the preliminary application for Federal grant, in
<br />the amount of X250,000.00 should be filed before July 1st, 1958, arld it is
<br />necessary for Council to designate an official of the City to sign all papers
<br />as may be required on the entire system.
<br />It was moved by Mr. Wilson, seconded by Mr. MacDonald, the Clerk be authorized
<br />to advertise the Public Hearing on tentative assessments for the proposed
<br />sewerage system. "Yeas" Hixson, Kramer, Lynch, MacDonald, O'Neill, Wilson..
<br />The Building Commissioner reported permits in the amount of X239.90, and
<br />estimated construction in the amount of X33,600.00 for the month of February.
<br />Mr. Wilson reported the Rules of Council Committee met Tuesday, February 22nd
<br />and prior to meeting read over the rules of the City of Cleveland, and it
<br />was unanimously agreed this Council adopt the rules governing the City of
<br />Cleveland. It was turned over to Mr. Oviatt to be presented for adoption.
<br />It was also recommended a publicity committee be formed or appointed to edit
<br />news releases, and that renewal of the .3 mill operating, levy, which expires
<br />at the end of this year, be placed on the ballot in November, 1958.
<br />Mrs. Moritz, from the audience, reported that the blasting carried on by the
<br />K. 8: L. Building Compar~y in Olmsted Township has been extremely severe,
<br />resulting in homes on Southern Avenue and MacKenzie Road being damaged, and
<br />asked Council to check the blasts, as to the size of they charge being used,
<br />and also that water mains and gas mains be checked in t:Li.s area. This is
<br />in the new allotment off Fitch Road. Mr. Wissmann advised he had given a
<br />copy of our Dynamite Ordinance to the Olmsted Township Trustees.
<br />Ordinance No. 2643 was introduced by Mr. Filson. An ordinance authorizing
<br />the Safety Director to enter into an agreement with the Board of Commissioners
<br />of Cuyahoga County for the enrollment of officer or officers in the Police
<br />Training School conducted by the Board of Commissioner of Cuyahoga County
<br />and to expend the necessary tuition for each officer and declaring an
