<br />MINUTES OF A MEETING OF THE COUNCIL OF THE CITY Ob'

<br />Present wets Dr. Lewis, Mayor; Robert L. Decker, President of Council; L. H,
<br />Baker, Harry M. Crider, Wm. H. Kramer, Bruce MacDonald, Ralph G. Neubauer,
<br />Geo. Porter III, G. H. Schwenk, and James F. Votava, Safety-Service Director.
<br />Also present were F. G. Kitson, Solicitor; E. M. Christman, Clerk; and Everett
<br />Dean, Engineer.
<br />Moved by Mr. Neubauer, seconded by Mr. Kramer that the minutes of November
<br />19th be approved as corrected. "Yeas" Baker, Crider, Kramer, MacDonald,
<br />Neubauer, Porter, Schwenk.
<br />The Safety-Service Director advised that for safety purposes, it is necessary
<br />to install guard rail fence on the Fitch Road culvert. It was moved by Mr.
<br />Crider, seconded by Mr. MacDonald, the Safety-Service Director be given
<br />authorization to get estimates and have a l~" pipe rail installed. "Yeas"
<br />Baker, Crider, Kramer, MacDonald, Neubauer, Porter, Schwenk.
<br />A communication was read from the North Olmsted Estates, Inc., in which they
<br />requested release from its sewer, water and paving bond in connection with
<br />the development of West 230th, West 232nd Street and Mildred Avenue. The
<br />Engineer stated Mr. Carney has a list of things to be done on the water main,
<br />and another inspection is to be made,
<br />Mr. Neubauer stated that the Transportation Committee had no meeting, but
<br />brought to the attention of the Council the financial statement of the Bus
<br />Line as of November, 1957, which he felt was good.
<br />Mr. Porter advised the Safety Committee had a meeting i.ri regards to the
<br />traffic signal at Whitethorne and Lorain Road, and agreed the light is
<br />necessary. The cost will run approximately X1,500.00. It was moved by Mr.
<br />Porter, seconded by Mr. MacDonald, the Safety-Service Director be authorized
<br />to advertise for bids on the unit and installation of traffic signal at
<br />Whitethorne and Lorain Road. "Yeas" Baker, Crider, Kramer, MacDonald,
<br />Neubauer, Porter, Schwenk.
<br />Mr. Porter advised that Mr. W. Limpert and Mr. E. Zoldesy were elected to
<br />the Board of the Volunteer Firemen's Dependents Fund, at an election held
<br />December 2nd at Fire Station No. 1.
<br />Mr. Neubauer read a communication from the Cleveland Electric Illuminating
<br />Company in which they reported additional lights and changes in wattages
<br />from 400 to 600 on Lorain Road, and introduced legislation for renewal of the
<br />five-year contract to furnish electric street lighting service for the City.
<br />It was moved by Mr. Neubauer, seconded by Mr. Baker, the Service Director be
<br />authorized to advertise for bids for the furnishing of electric street lighting
<br />service in accordance with the approved specifications and lamp location plat
<br />on file in the City Hall.
<br />Resolution No. 2595 was introduced by Mr. Neubauer. An emergency resolution
<br />approving specifications and plat for furnishing electric street lighting
<br />service in the City and directing the Director of Public Service of the City
<br />to advertise for bids for furnishing such service. It was moved by Mr.
<br />Neubauer, seconded by Mr. Baker, that the statutory rule be suspended and the
<br />resolution be read immediately the second and third times and put on its
<br />passage. The affirmative vote on said motion was as follows: Baker, Crider,
<br />Kramer, MacDonald, Neubauer, Porter, Schwenk. Thereupon, t;he resolution
<br />was read the second and third times and put upon its passage and the affirma-
<br />tive vote thereon was as follows: Baker, Crider, Kramer, 1~+IacDonald, Neubauer,
<br />Porter, Schwenk.
<br />Mr. Neubauer stated that prior to 1953, there was a total of 145 lights
<br />installed and as of 1957, 469 lights have been installed to date. Decker
<br />Road is in need of lights, and it was moved by Mr. Crider, seconded by Mr.
<br />MacDonald, that Mr. Neubauer check with the Illuminating Company to see what
<br />is necessary to get lights on Decker Road and Southern Avenue.
