<br />MINUTES OF A MEETING OF THE COUNC~ OF THE
<br />CITY OF P10RTH OLI~,STED, OHIO
<br />Present were E. ~~t. Baumgardner, President of Council, Harry M. Crider, R. L.
<br />Decker, Wm. H. Kramer, G. H. Schwenk, L. H. Baker. Bruce MacDonald and Ralph
<br />G. Neubauer. Dr. Lewis, Mayor, and James F. Votava, Safety-Service Director,
<br />were absent.
<br />Also present were F. G. Kitson, Solicitor, E. Ai. Christman, Clerk, and Irving
<br />Dean, Engineer.
<br />Moved by Mr. Neubauer, seconded by Pis. Dec-.ter that the minutes of July 2nd
<br />be approved as read. "Yeas" Baker, Crider, Decker, Kramer, MacDonald,
<br />`'~ Neubauer, Schwenk.
<br />Pair. Neubauer reported regarding the meeting June 20th with Membership Council.
<br />They discussed ways and means of reducing expenses; however, the st~zdy was
<br />not completed. A communication from the Transportation Committee was read,
<br />in which the Bus Drivers requested a 10~ increase in salary.
<br />Nir. Crider reported that the LeBerne Developers had filled in three (3) to
<br />four (4) ft. higher than the Clarence Harrington property, causing the crater
<br />to drain on his farm. The matter was referred to the Building Commissioner
<br />to report at the next meeting.
<br />Mr. Schwenk reported that they were still dumping rubbish at the back of the
<br />garage on Andrus Avenue. The weeds should be cut and the stumps removed. The
<br />matter was referred to the Safety-Service Director.
<br />Mr. Schwenk reported that the site for the playground would adjoin future
<br />public school buildings, and he will have a meeting with the Board of Educa-
<br />tion and Finance Committees.
<br />Mr. Schwenk also reported that to improve the parking area in the park, the
<br />cost for chips and. oil would be 10,b00.00, and covering with hot mix would
<br />be X17,800.00. These were last year's figures.
<br />Mr. Bacon advised that the storm sewer on MacKenzie Road was under the
<br />existing sidewalks, and if sidewalks Vrould be permitted to be built on the
<br />East side, they would have to remove the sidewalk to install a storm sewer.
<br />The matter was referred to the engineer and Mr. Crider to check into it.
<br />A lady in the audience asked whose duty it was to extend the culverts when
<br />sidewalks were installed. Mr. Kitson answered that we have made culverts in
<br />the past as the entire street improvement; however, if there was only one
<br />property owner involved, it would be the duty of the city to take care of it,
<br />Mr. Baumgardner read a communication from the State of Ohio Department of
<br />Highways in regards to resurfacing Lorain Road. They advised that the re-
<br />surfacing projects are financed if the State and Local Community each con-
<br />tribute 50;$ of the costs. In June, 1956, the Highway Department submitted
<br />a request to the Division of Operations recommending that Lorain Road be
<br />resurfaced at an estimated cost of X350,000.00. This would have required
<br />North Olmsted to contribute X175,000.00, which they were unable to do.
<br />Resolution b1o. 2512 Baas introduced by hlr. Schwenk: A resolution to repeal
<br />resolution No. 2188, passed May 21, 1957, entitled "Resolution declaring it
<br />necessary to improve ,Jhitethorn Avenue from Lorain Road to Kennedy Ridge Ros.d,
<br />by construcing and installing a five foot concrete public sidewalk or. the
<br />southerly and easterly sides thereof".
<br />It was moved by NI~». Schwenk and seconded by Mr. Neubauer, that the statutory
<br />rule be suspended and the resolution be read immediately the second and third
<br />times and put on its passage. The affirmative vote on said motion was as
<br />follows: Baker, Crider, Decker, Kramer, MacDonald, Neubauer, Schwenk. There-
<br />upon, the resolution was read the second and third times and put upon its
<br />passage and the affirmative vote thereon was as follows: Baker, Crider, Decker,
<br />i~ramer, IfiacDonald, Neubauer, Schwenk.
