<br />MINUTES OF A MEETING OF THE COUNCIL OF
<br />THE CITY OF NORTH OLMSTID, OHIO
<br />Present were Dr. C. B. Lewis, Mayor, E. W. Baumgardner, President of Council,
<br />Harry M. Crider, R. L. Decker, fin. H. Kramer, G. H. Schwenk, L. H. Baker.
<br />Bruce MacDonald and Ralph G. Neubauer were absent.
<br />Also present were F. G. Kitson, Solicitor, James F. Votava, Safety--Service
<br />Director, E. M. Christman, Clerk, Everett Dean, Engineer.
<br />Moved by Mr. Kramer, seconded by Mr. Decker that the minutes of June 18th be
<br />approved as read. "Yeas" Baker, Crider, Decker, Kramer, Schwenk.
<br />Motion was made by Mr. Crider, seconded by Mr. Kramer, that Mr. MacDonald and
<br />' TJir. Neubauer be excused.
<br />Safety-Service Director, James Votava appointed two Auxiliary Policemen, Russell
<br />Schauer, and Donald McDaniels. A motion made by Mr. Crider, seconded by Mr.
<br />Kramer, that the above appointments be approved. "Yeas" Baker, Crider, Decker,
<br />Kramer, Schwenk.
<br />Mr. Kramer, Chairman of Welfare Committee reported there had been no charity
<br />cases in North Olmsted committed to Berea Community Hospital for the years
<br />1955 and 1956.
<br />Mr. Decker, Chairman of the Safety Committee reported they had a meeting on
<br />July lst, that inasmuch as the Plymouth is eighteen (18) months old and the
<br />leased car is fifteen (15) months old, they recommend that the Safety Service
<br />Director be instructed to advertise for bids to lease two (2) police cars.
<br />Motion made by Mr. Decker, seconded by Mr. Kramer that the Safety Service Director
<br />be authorized to advertise for bids to lease two police cars. "Yeas" Baker,
<br />Crider, Decker, Kramer, Schwenk.
<br />I~ir. Decker, reported on the condition of East Park Drive, that on the Wiest side
<br />of East Park Drive, picnickers park their cars, and as a measure of safety, it
<br />is dangerous for people walking behind the cars. The Safety Committee recommended
<br />no parking on either side of East Park Drive, and that parking be permitted on
<br />both sides of the road going from East Park Drive to West Park Drive in the Park.
<br />A motion was made by Mr. Decker, seconded by Mr. Kramer that we do away with
<br />parking on East Park Drive. "Yeas" Baker, Crider, Decker, Kramer, Schwenk.
<br />Mr. Decker reported that when additional compensation was discussed for policemen
<br />and firemen, the vacation problem was not discussed. Inasmuch as the bus employees
<br />get three weeks vacation after fifteen years of service, the Safety Committee
<br />recommends that the Police and Firemen be granted three weeks vacation after
<br />fifteen years of service. A motion made by Mr. Decker, seconded by Mr. Kramer,
<br />that the Law Director prepare an ordinance on Police and Firemen's vacsrion.
<br />Mr. Decker stated that the lights should be changed to permit more than two cars
<br />to go through the lights at Butternut and Lorain intersection as well as at
<br />Porter and Lorain. the Safety-Service Director stated he would check into the
<br />matter.
<br />Mr. Crider, Chairman of Street Committee stated that Mr. Eisenstadt was ready to
<br />> pave Coe Avenue in the Tree-Lane subdivision. Inasmuch as there is over 450 feet
<br />~~ of the existing Coe gvenue which is not in the allotment, he suggested that we
<br />improve same by grading and paving and assessing it against the abutting property.
<br />Moved by ~Ir. Crider, seconded by Mr. Baker, that the Engineer be instructed to
<br />prepare plans to pave the existing Coe Avenue. "Yeas" Baker, Crider, Decker,
<br />Kramer, Schwenk.
<br />Mr. Crider stated he had a request from the Service Department for an increase
<br />in compensation and recommended that the Building Commissioner, Building Inspector,
<br />and Custodian be included in the increase. The matter was referred to the Finance
<br />Committee.
<br />lair. Schwenk, Chairman of Properties Committee reported about rubbish and litter
<br />that had been dumped on Whithorne on a lot in back of the gasoline station which
<br />should be cleaned up. Mr. W'issman recommended that no dumping signs be placed
<br />on the property. Mr. Wissman also stated the rubbish had already been cleaned up.
