JULY 10, 1962 - PAGE 4 <br />Resolution No, 62-137 was introduced by Mr, Christmano A resolution accepting the <br />improvement plans for Franklin Broso Subdivision No. 1 and declaring an emergency. <br />It was moved by Mro Chrastman, seconded by Mr, Van Zandt, that the statutory rule be <br />suspended and the resolution be read immediately the second and third times and put <br />on its passage> The affermative vote on _aid motion was as followsa Caster, Christman, <br />Leonard, Limpert9 0°Neill, Van Zandt. Thereupon the resolution was read the second <br />and third times and put upon its passage and -the affirmative vote thereon was as <br />followso Caster„ Chrastmany LeonardA Limpert, 0"Neill, Van Zandto <br />The Clerk advised that the Zoning Ordinance No. 62-33 was returned to her by the Mayor <br />unsigned on Friday, July 6, 1962. <br />The Mayor stated that he does not objectw thia entire Zoning Ordinance but to certain <br />sections of it and feels that it ls a great irnprovement over any previous aoning <br />ordinance and that the following changes should be considered by Council either <br />immediately or when Council reconvenes in September if recommendations for such <br />changes are received from the Planning Commission: <br />Mixed Use District relative to Multiple Dwellings should <br />safegaurd the number of rooms per unit as well as the <br />number of units per acrea so as to help control an increase <br />in population relative to future school needs. <br />Industrial Destrict as outlined has not solved any immediate <br />problem but put off to the future any development as the <br />area is not conducive to public utilities for the next <br />5 years and that the rock strata being 3 to 4 ft. below the <br />?surface makes the expense too great for Industrial <br />Development and that if it was the intention of Council <br />to aleviate the tax burden immediately the Industrial <br />area should have been left where it was previously. <br />Section 1204..01 - The Planning Commission should have the <br />authority to pass on preliminary plans in the Mixed Use <br />Districte <br />Lorain Rd. Zoning -The entire length of Lorain Road <br />should be zoned General Retail and not restrict <br />certain areas to local retail. <br />Mr. Limpert stated that he felt some of the Council feel the same way as <br />the Mayor but voted for the Zoning Ordenance in order to have an Ordinance to <br />work from with the intention of working out these details at a later date. <br />The Council concurred that this is not a hard and fast ordinance and that it can <br />be amended or changed at any teme _just as other ordinances have been in the past. <br />Mr. Christman stated the Zoning Ordinance as passed and the Zone Map were essentially <br />the same as presented at the Public Hearing and that he was surprised that the Mayor <br />had changed his mind about where the Industrial area should be located as he had <br />seem to go along with the Industrial area being in the west of town. He stated that <br />we have a valid ordinance but that as other members of Council have stated it is not <br />a hard and fast ordenance but could be changFd at any time and that we should give this <br />Ordinance a chance in order to determine wheit changes should be made. <br />
