? <br />MINUTES OF THE MEETING OF THE COUNCIL <br />THE CITY OF NORTH OLMSTED, OHIO <br />SEPTEMBER 3, 1963 - 8:04 P.M. <br />Present were Paul J. Gareau, Mayor; Bruce Miac.Donald, President of Council; Henry <br />Caster, Ralph Christman, James Leonard, Dewey Limpe'rt, A.L. Mangani, Francis J. <br />0'Neill, Norman Van Zandt. <br />Also present were L. Barnes, Service Direct.or; George Schaaf, Law Director; James <br />T. Wilson, Safety Director; William Gerlach, Finance Director and Louise Hall, Clerk <br />Absent: Alex Kanareff, Engineer <br />The minutes of the meeting of July 16, 196:1 were approved as corrected. <br />The minutes of the special meeting of August 13, 1963 were approved as corrected. <br />The Mayor advised that because of the numbe:r of residents in aCtendance concerning <br />the sewer rental charge he would withdraw his request for consideration of charter <br />amendments in order to expedite the meetinc3. <br />The Mayor requested a progress report from the Assessing Board. <br />The Mayor introduced Mr. David Richards, Assistant Safety Director of the Cleveland <br />Automobite Club who presented to the City +a one year achievement award for <br />Pedestrian Safety. <br />Mr. Mangani moved, seconded by Mr. Limpert, that the matter of the sewer rental charge <br />??- be discussed Sefore taking up other business. "Yeas" Caster, Christman, Leonard, limpert <br />Mangani, 0'Neill, Van Zandt. <br />The Mayor advised that he had received no reply to his request f4r a meeting to discuss <br />the accuracy of Water bills from the Cleveland Water Department. <br />Mr. Christman gave a detailed report concerning the sewer rental charge. <br />After considerable discussion concerning the sewer rental charge, the residents were <br />advised that a meeting is scheduled for September 24, 1963 (the time and place to be <br />published in the newspapers) and that representatives of the Fiscal Agents and the <br />Engineers will make a complete study of the matter and will be in attendance in order <br />to give the residents a detailed report of their findings. Mr. Caster, Chairman of the Finance Committee, advised that a meeting is scheduled for <br />September 10, 1963 at 7030 P.M. and requested the Clerk to notify all Department <br />Heads. <br />Mr. Christman advised that the Public Deve:lopment and Service Committee recommends <br />that the specificatiorrs for paving be chariged to conform with the Engineer's <br />recommendations of June 5, 1963. <br />Mr. Christman advised that the committee r•ecommends appr°ovat of the Beech Lane <br />storm relief plans and that the Service Director be authorized to begin negotiations <br />to obtain easements for this project. <br />Mr. Limpert, Chairman of the Safety Commii:tee, reported on their meeting of Aug.17, 1963. <br />,. v . <br />,
