40 <br />SEPTEMBER 17, 1963 - PAGE 2 <br />Mr. Christman advised that Westlake and Bay Viltage are interested in North Olmsted <br />participating with them in an incinerator or° some means of rubbish disposal. <br />Mr. Christman reported on the meeting of the; Public Development and Service Committee <br />on September 10, 1963 and requested that the; Law Director review Ordinance No. 3065 con-? <br />cerning Package Treatment Plants with the thought in mind that these plans should not be <br />accepted by the City until 60% of the development is using the plant, <br />Mr. Christman advised that the Committee reviewed the Service Director's recommendation <br />that a percentage rate be determined over and above the 3% of the estimated cost of <br />improvements that must be deposited with the: City to cover cos±s of engineering and <br />inspection prior to the filing of the plat for record toccoverpayroll costs, fringe <br />benefits, etc., and requested the Service Director to suggest the amount of increase <br />he would recommend. <br />Mr. Christman advised that the Committee haci reviewed the request that existing <br />legislation be reviewed concerning the weight limit on streets and Fequested;that„the <br />Safety Director confer with the Law Director as he advised that the existing tegislation <br />is sufficient. <br />Mr. Mangani moved, seconded by Mr. 0'Neill, that the plat for the City Line Estates <br />Subdivision not be approved and the plat be returned to the developer. "Yeas" Caster, <br />Christman, Leonard, Limpert, Mangani, 0'Nei'Il, Van Zandt. <br />Mr. Limpert requested the Clerk to advise the Safety-Service Director of Rocky <br />River that we do have a curfew ordinance which is enforced and send a copy of this <br />ordinance to him. <br />The Service Director advised that if the adciition to the Bus Garage is delayed much <br />longer it will be too late start construction this year. <br />After considerable discussion concerning the addition to the Bus Garage, the Service <br />Director was requested to furnish the Committee with more information so that a <br />decision can be made pro(nptly. <br />Residents of W. 230th and W. 232nd Streets presented petitions opposing the proposed <br />rezoning as outlined in Ordinance No. 63-10;7 and also voFced their objections again to <br />this rezoning. <br />Ordinance No. 63-107 was given its third and final reading. An ordinance amending <br />the Zone Map adopted as part of Ordinance No. 62-33 (known as the Zoning Ordinance <br />of the City of North Olmsted) by changing the designation thereon of certain lands <br />hereinafter described by metes and bounds firom its present designation thereon as <br />Class C. Residence District to that of Geneiral Retail Business District. Mr. Mangani <br />moved, seconded by Mr. Leonard, that the ordinance be adopted as read. "Yeas" <br />Caster, Christman, Leonard, Limpert, Mangani. "Nays" 0'Neill, Van Zandt. <br />Ordinance No. 63-156 was given its third anci final reading. An ordinance amending the <br />Traffic Control Map and Traffic Controt Filie by designating on the map a No Parking <br />Zone on a portion of Lorain Road, and declaring an emergency. Mr. Leonard moved, <br />seconded by Mr. Limpert, that the ordinance be adopted as read. "Yeas" Caster, <br />Christman, Leonard, Limpert, 0'Neill.
