MINUTES OF SPECIAL MEETING OF THE COUNCIL <br />THE CITY OF NORTH OLMS'TED, OHIO <br />;?;; July 14, 1964 <br />a <br />8:10 P.M. <br />A special meeting of Council was called by the Pr.esident of Council, Francie <br />J. 0'Neill, on July 14, 1964 at 8:00. <br />The meeting was called to order at 8:10 P.M. and roil was called. <br />Present were: PreBident of Council Francis J. 0'Neill; Henry Caster; Virginia <br />Hodgins; James Leonard; A. L. Mangani; Norinan Van Zandt; John West. <br />Also present were: J. Bruce Kitchen, Director of Law; W. L. Gerlach, Direetor <br />of Finance; Del Limpert, Safety-Service Director; Margaret West, Clerk of Council, <br />Absent: Dewey Limpert. <br />The Clerk of Council, Margaret West, stated that all members of Council had re- <br />ceived a notice of the special meeting tweinty-four hours in advance and that <br />she had delivered them personally. <br />Council was polled by the President of Couiacil, and each councilman acknowledged <br />that he or she had been notified twenty-four hours in advance of the special <br />meeting. <br />The Law Director opened the business of the meeting by explaining that at this <br />special meeting only the items set forth in the notices of the special meeting <br />may be considered; the proposed public lib:rary building; the proposed outdoor <br />municipal swimming pool; and the z-mill levy for recreational purposes; and the <br />budget for 1965, Since Squire, Sanders & I)empsgy is going to pass on the bond <br />issues and approve them, Mr. Kitchen pointEad out that it is essential that it <br />be done exactly as he instructs, <br />gesolution No. 64-157 requesting the Fisca:L Officer of the City to certify as to <br />the estimated life of usefulness and maximum maturity of bonds to be issued for <br />constructing, equipping and furnishing a fi-ee public library building and improv- <br />ing the site thereof in the City of North Olmsted, Ohio, was introduced by <br />Mr, Leonard. <br />Mr. Leonard then moved, seconded by Mr. Mangani, that the proposed resolution be <br />read in full. The Clerk of Council read the proposed resolution in full. Mr. <br />Leonard then moved, seconded by Mr. Mangani, that the rules of Council requiring <br />three readings on three separate dates be suspended as to the second and third <br />readings. A vote was taken thereon which cvas as follaws: affirmative - Caster, <br />Hodgins, Leonard, Mangani, Van Zandt, West„ <br />Mr. Mangani then moved that the resolution be adopted under suspension of the <br />rules of Council as an emergency measure. Said motion was seeonded by Mr, <br />Leonard. The affirmative vote thereon was as follows: Caster, Hodgins, Leonard, <br />Mangani, Van Zandt, West. <br />The Director of Finance then delivered to the Clerk the signed Certificate and <br />it was read in f ull. <br />
