<br />Resolution Nn. 64-158 - A Resolution detex-tnining to submit to the electors of
<br />the City of North Olmsted the question of issuing bands for the purpose of
<br />constructing, equipping and furnishing a free Public Librarq Building and
<br />improving the site thereof, and declaring an emergency, c;ras introduced by
<br />Mr. Caster.
<br />Mr. Caster then moved, secanded by Mr. Marigani that the proposed resolution
<br />be read in full. The Clerk of Council read the proposed resolution in full.
<br />Mr. Caster then moved, seconded by Mr. Mangani, that the rules of Counci.l
<br />requiring three readings on three separate; dates be suspended as to the second
<br />and third readings. A vote was taken ther°eon which was as follows: affirmative -
<br />Gaster, Hodgins, Leonard, Mangani, Van Zandt, West.
<br />Mr, Caster then moved that the resalution be adopt:ed under suspension of the
<br />rules of Council as an emergency measure. Said motion was seconded by Mr, Mangani,

<br />Ordinance No. 64-159 - An Ordinance author-izing the employment of special counsel
<br />to prepare and supervise proceedings for submission to electors of a bond issue
<br />and sale of such bonds to finance construction of Public Library Building in the
<br />City of North Olmsted, Ohio, was introduced by Mr, Leonard.
<br />Mr. Leonard then moved, seconded by Mrs. Hodgins, that the proposed ordinance
<br />be read in f ull, The Clerk of Council rea.d the proposed ordinance. in full.
<br />Mr. Leonard then moved, seconded by Mrs. H.odgins, that the rules of Council
<br />requiring three readings on three separate dates be suspended as to the second
<br />and thi.rd readings. A vote was taken thereon which was as follows: affirmative -
<br />Caster, Hodgins, Leonard, Mangani, Van Zan.dt, West,
<br />Mr. Leonard then moved, seconded by Mrs. Hodgins, that the ordinance be adopted
<br />under suspension of the rules of Council a.s an emergency measure. A vote was
<br />taken thereon whichGas as follows: Caster, Hodgins, Leonard, Mangani, Van Zandt,
<br />West, all affirmative.
<br />Resolution Na. 64-160 requesting the Fiscal Officer of the City to certif y as to
<br />the estimated life of usefulness and maxim.um maturity of bonds to be issued
<br />for constructing and equipping an outdoor municipal swimming pool with appur-
<br />tenant structures, making site improvements and acquiring necessary interests
<br />in real estate therefor, was introduced by Mr. Mangani.
<br />Mr. Mangani then moved, seconded by Mr, Van Zandt, that the proposed resolution
<br />be read in f ull. The Clerk of Council read the prnposed resolution in full,
<br />Mr. Mangani then moved, seconded by Mr. Van Zandt, that the rules of Council
<br />requiring three readings on three separate dates be suspended as to the second
<br />and third readings. A vote was taken thereon which was as follows: affirmative -
<br />Caster, Leonard, Mangani, Van Zandt, West; opposed - Hodgins.
<br />After some discussion, Mr. Mangani, being a member of the majorit.y, asked for
<br />? reconsideration of his motion to suspend the rules of Council requiring three
<br />readings on three separate dates, and the vote taken thereon was as follows:
<br />affirmative - Caster, Hodgins, Leonard, Mangani, Van Zandt, West.
