4. <br />MlNUTES OF MEETING Or TNE COUNCiL OF <br />THE CITY OF NORTH OLMSTED <br />December 6, 1966 <br />8:08 P.M. <br />Present; John West, President cfi Councif Pro Tem; Henry Caster; Carrol! Eian; <br />Jack Foltz; Virginia Hodgins; Dewey Limpert; Alex Manqani, <br />Also present; J. Bruce Kitchen, Law Director; W. L. Gerlach, Finance Director; <br />Safety-Service Director Del Limperfi; Marqaret West, Clerk. <br />Absent: Mayor Ralph Christman; President of Council Francis J. 0'Neillo <br />Minutes or' the meeting of November 16, 1966 were approved as reaa. <br />President or Council Pro Tem ,;ohn West announced on behalf of the mayor that <br />Sunday, December llth had been proclaimed Community Christmas, Caro! Day. <br />Safety-Service Directcr Limpert r°equested that 1eglslation be considered to <br />require developers to insta{l drain tile in swale areas anci risers brought <br />up to grade an every other iot. This was referred to the Design and Piatting <br />Committee for study. <br />The Safei-y-Service Director aisa requested legisiation on an emergency basis <br />? for the recapping of tires. This was referred to the Finance Committee for <br />recommendation. <br />He submitted a copy of a Lakewood ordinance for controlling dogs, cats, other <br />animal wastes to the !egislative Carrimittee for study. <br />Safety-Service Director Limpert also cai9ed ai-tention to the fact that the <br />recent snow was very heavy, and could not be handled with the sidewalk-cleaning <br />equipment avaiiable. He asked for reconsideration of his request for heavier <br />duty plow. <br />He further requested that the Police table of organizatlon set forth in Ordinance <br />No. 66-319 to be considered tonight, be amended to include another sergeant. <br />? <br />Mr. Caster, Chairman of the Municfpal Development Committee, reported they <br />met last week. They recommend that legislat?on be prepared authorizing the <br />Englneer to redesign fihe drainage area bounded by Porter Road, Lorain Road, <br />Dover Center Road and the West!ake line for all storm water to be drained <br />toward the new ditch which the developers of Sandy Ridge SubdiVision have <br />constructed. <br />Mr. Dewey Limpert, Chairman of the Transportatlon Committee, reported on four <br />meetings of his committee. They met wifih Mr. Welford of Metro Media, the ad- <br />vertisinq aqency who handEe the bus adso Their r-ates have increased which should <br />result 1n more revenue for the bus line, The Committee has instructed the Law <br />
