! . <br />April 5r 1966 - Page 2 <br />The Legislative Committee algo have studled a request from fihe Safefiy-Service <br />Director regardinq control ot culvert pipes and drainage ditches such as are <br />in front of many homes in North Olmsted. It was fiound thafi fihe Codified Ordinances <br />give sufficient caverage on this question already. However, one error in the <br />ordinance was discoveredA where "Building Commissioner" is referred to, and the <br />reference should be changed to read "Superintendent of Public Works". Leqislation <br />wiil be requested to amend. <br />The Leqislative Committee further agreed that the City should adopt an ordinance <br />prohibitinq the parking of abandoned vehicles on private or public property, <br />and will ask for leqislation to be prepared alonq fihe lines of a sample or'dinance <br />which will be furnished to the Law Director. <br />Mr. Limpert, Chairman of the Transportafiion Commitfiee, reported they met on March <br />22nd regarding the possibility of appointinq and making a position of Bus Manager <br />of the bus line, so that department wouid be set up with one channel for informa- <br />tion, as are the other departments of the City. The Finance Commifitee is being <br />requested to study the matter. <br />Mr. Eian, Chairman of the Satety,Heaith and Welfare Committee, reported on <br />the meeting which was held on March 30th. Present beside the committee members <br />were Mayor Christman, Safety-Service Director Del Limpert, Police Chief Hird <br />and Fire Chief Bement. Under discussion was aerial equipmEnt fior the Fire <br />Department, as recommended by the Ohio Inspection Bureau where there are hi-rise <br />buildings. The Committee recommends purchase of such equipment, at a probable <br />cost of $75,000, and ask that the Finance Committee investigate methods of <br />financing the purchase and the extent of obiigation required to show intent <br />to purchase. <br />The Committee alsa discussed Lorain Road Traffic, and recommends the banning <br />of parking and stopping on all sections of Lorain, in conformance with studies <br />by traffic enqineers of the Cleveland Automobile Club. A No Truck Passinq <br />ordinance is still under study. <br />The Committee further discussed the standardizinq of house numbers in the intErest <br />of public safety, and recqmmends that legislation be prepared, with a request <br />to the Law Director to investiqate the present ordinance in force in Hiqhland <br />Heights, Ohio. <br />A requirement for a city-desiqnated physician was discussed, in connection with <br />the compulsory retirement ordinance, and fihe Legislative Committee is requested <br />to review the ordinance in this reqard. <br />With regard to Olmsted Township's use of city facilities, the Safety Committee <br />recommends that the Legislative Committee review the proposed agreement, with <br />recommendation of the Law Director. <br />A further investigation of Seation 351.01 of the Traffic Code as to towing away <br />of illegally parked cars is beinq made by Mayor Christman. <br />
