June 1, 1965 - Page 2 <br />Mr, Mangani, Chairman, City Planning Committee, reported that the committee re- <br />commends approval of the Columbia Land Development Subdivision No. 4 which has <br />been approved by the Planning Commission, and they will ask for Council approval <br />under New Business. <br />Mr, Mangani also reported on a letter dated May 21, 1965 from Lewis C. Naylor, <br />County Librarian, advising that the State Library Board had voted to defer action <br />on our application for Federal Funds until the 1965-66 fiscal year, and indicating <br />that there seemed to be no cause for concern about this action. <br />President 0'Neill called attention to the presence of inembers of the High School <br />Problems of Democracy Class who were present, and had them introduced. <br />Mr. Frank Pinkham, 6595 Barton Road, asked when the sewer construction on his <br />road would be completed, since they had considerable of a mess. Mayor Christman <br />advised that the contractor is ahead of schedule and will be doing the final <br />grading and seeding some time next week. Mr. Caster also quoted from a letter <br />from Floyd Browne to the contractors, calling their attention to sections of <br />our ordinances which have to be complied with in completing the job, <br />Ellsworth Vormelker, 6590 Barton, advised Council that he lived directly across <br />the street from Mr. Pinkham, and verified that conditions were as he had stated. <br />Mr. Pinkham also inquired about when water would be furnished to the lower end <br />of Barton, and when this section would be sewered, Mayor Christman explained <br />that the water was about to be bid, and the sewers would not be installed until <br />probably 1967 or later, <br />Mr. Earnest Parker, 5378 Columbia Road, inquired as to whether an initiative or <br />referendum petition would be required to have the area around Kennedy Ridge and <br />Columbia rezoned from Mixed Use back to Class A Residential, since the builder <br />was tonight quoted in the newspaper as thinking he could buy enough more land <br />so that passage of Ordinance No, 65-23 would not be necessary for approval of <br />the hi-rise he proposed. <br />After studying the matter, Law Director Kitchen advised that an initiative <br />petition would be required, signed by 10% of the electors at the last municipal <br />eleetion. If such a petition is not acted upon by Council within forty days, <br />the committee named on such petition may at the next meeting of Council request <br />that it be submitted to a vote of the electors, <br />Nxcholas Weber, 24715 Kennedy Ridge, was present. He had requested information <br />at the public hearing as to a comparison of the tax yield on a single dwelling <br />and on a dwelling unit in an apartment and the average number of school children <br />produced by each.
