<br />During a discussion regarding t.o the eontractor's bonds, Mr. Leonard asked
<br />for a ruling from the Law Director as to whether t.he city could step in and
<br />use any money put up by t.he contractor where the contractor had a eontract
<br />with the home owner only, and the City was not a party to the contract,
<br />Mr. Kitchen advised that the Gity cannot enter into any private contract with
<br />the home owner and the contraetor. To force a contractor to conform to our
<br />ordinances is pErmissible, and our ordinance protects the home owner.
<br />Mr, Limpert, Chairman of the Transportation Gommittee, reported they met on
<br />May 12th, and explored ways of obtafning money fcr possible wage increasese
<br />They find that our local fares of 15? are much lawer than any line fn the
<br />State of Ohio. Charges are also very low for schaul passes, with a local
<br />school pass selling f or 85? per week, and other schoml passes for downtown
<br />and the east side being $1,25 to $2,25, depending on the distance traveled,
<br />Mrs. Hodgins, present at the Transportation Gommittee meeting, brought up
<br />the problem of access ta the new high school, We nrw have two seeondary
<br />streets running in the same direction whieh are the only means af gettfng to
<br />the high school. tt is a safety hazard in that area, as well as a service
<br />problem, The Safety-Service Director and Dewey Limpert will lomk into
<br />other possible means of reaching the high school area,
<br />Mr. West, Chairman of the Finance Committee reported they met on May lOth
<br />and May 17th, At the meeting on May lOth they discussed pay sc.ales with
<br />the Service Department and Fire Department representatives, On May 17th
<br />they discussed pay scales with officials of the Polfce Department and the
<br />bus drivers. A final meetingfor reviewing employees' wages will be held
<br />on May 24.
<br />The Committee made no decisions. This was strictly for exploring the pay
<br />scales, The Committee will look at everyone°s pay at the same time, and
<br />then decide what, if anything, can be given in the way of pay increases,
<br />Mr, Mangani, Chafrman, City Planning Committee, reported they me,t on May
<br />llth and on May 17th, At the meeting held on May llth, they dfscussed
<br />and recommended the following:
<br />1, East Park Subdivision - recommend that the plat be appraved for record
<br />purposes only, and will request legislation.
<br />2. Mercedes Subdivision - recommend that plat be agproved9 excepta
<br />a) Contfnue walk easement to Lorain Road.
<br />b) Restrict reGreatfon area for recreational purposes only.
<br />c) Developer be required to obtain land adjacent to propased
<br />recreatfon area and abutting commercial area on Lorafn Road
<br />to add to proposed recreation area, This will make the total
<br />recreation area large enough to serve the subdivision,
<br />3. 701 Grant - committee recommends that estimates be obtained from both
<br />the Regional Plannfng Comnissfon and Carroll Hfll and Associates, as
<br />what the project will cost, with the understanding t.hat work will not
<br />begin until after January 1, 1966.
<br />With regard to this matter, Mr. Mangani advised that the applieation to the
<br />State for the federal grant should be made by October 1, 1965, He explained
