<br />Ordinance No. 65-102 was introduced by Mr. Leonard, An Ordinance authorizing
<br />and directing the cancellation of special assessments on Permanent Parcel No
<br />234-28-10 being an assessment f or preparation of plans and specif ications f or
<br />sanitary sewers, and declaring an emergency. Mr. Leonard moved for suspen-
<br />sion of the rule requiring three separate readings of the ordinance, seconded
