<br />Resolution No. 65-69 was introduced by Mr, West, A Resolution determining that
<br />the City of North Olmsted will pay sums in addition to those required by Resolu-
<br />tion No. 64-15I and all ordinances and resolutions, enacted in conformance to
<br />Resolution No. 64-I51, and declaring an emergency. Mr. West moved for suspension
<br />of the rule requiring three separate readings of the resolution, seconded by
<br />Mr, Caster, Affirmative vote thereon was Caster, Foltz, Hodgins, Leonard,
<br />Limpert, West, Mr, West then moved for suspension of the rule requiring reading
<br />of the resolution in its entirety, seconded by Mr. Caster, Affirmative vote
<br />thereon was Caster, Foltz, Hodgins, Leonard, Limpert, West. Mr, West then
<br />moved for adoption of the resolution, seconded by Mr, Caster, Affirmative
<br />vote was Caster, Foltz, Hodgins, Leonard, Limpert, West,
<br />Ordinance No. 65-70 was introduced by Mr. West. An ordinance to make appropria-
<br />tions for current expenses and other expenditures for the City of North Olmsted,
<br />Ohio, for the year ending December 31, 1965, and declaring an emergency, Mr. West
<br />moved for suspension of the rule requiring three separate readings of the
<br />ordinance, seconded by Mr. Limpert. Affirmative vote thereon was Caster, Foltz,
<br />Hodgins, Leonard, Limpert, West, Mr, West then moved for suspension of the
<br />rule requiring reading of the ordinance in its entirety, seconded by Mr. Limpert,
<br />Affirmative vote thereon was Caster, Foltz, Hodgins, Leonard, Limpert, West.
<br />Mr. West then moved for adoption of the ordinance, seconded by Mr. Limpert.

<br />Mr. West reported that a meeting with the Recreation Commission on March 15th
<br />they went over their plans and budget for 1965. At this time they agreed with
<br />the Mayor's proposal to establish a Safety Town Program for the children of
<br />ce- North Olmsted, in which they will pay one-half of the cost of blacktopping,
<br />In addition basketball backstops will be put up, and consideration is also
<br />being given to using this area in the park for an ice rink in the winter months.
<br />Mr. Caster asked the Law Director for his opinion as to charging the $4.93
<br />sewer use rate in Bretton Ridge Subdivision, The Law Director ruled that the
<br />legislation now in effect set up the rate for the entire city, and the charge
<br />is Iegal for that subdivision, The Clerk was then instructed to send a notice
<br />to the developers in Bretton Ridge that the $4.93 'sewer rate will be charged
<br />when service is available,
<br />Mr. Caster moved that legislation be drawn to establish Lots 88 and 89 in North
<br />Park Subdivision as tearporary street opening for construction purposes only
<br />until construction has been completed, or November of 1966, whichever comes
<br />first. Motion was seconded by Mr. West. "Yeas" Caster, Foltz, Hodgins,
<br />Leonard, Limpert, West,
<br />Mr. West moved that Council go on record as opposing as unnecessary the proposed
<br />income tax by the City of Cleveland. He stated it is grossly unfair to the
<br />residents of North Olmsted who are paying $5.29 tax valuation, compared to the
<br />tax rate of $4,66 in the City of Cleveland, to ask us to share the tax burden with
<br />the "residents of Cleveland. In spite of the existing tax rate in North Olmsted
<br />we cannot do all that needs to be done in our fast-growing community, and we
<br />therefore have to defer many important projects in order to stay within our income.
<br />We suggest the same discipline on the part of the officials of the City of
<br />Owft? Cleveland, so that they stay within their income, or else raise the property
<br />taxes so that they are at least equal to our tax rate before asking for help.
<br />I would further like to commend the Press for considtring the plight of the
<br />suburbanites and opposing the unnecessary income tax. Motion was seconded by
